2 SMAS HAVE NMAC IN TFC PATTERN.
Narrative
WHILE CONDUCTING MULTIPLE LNDG PRACTICE AT FULLERTON; OUR ACFT WAS INSTRUCTED TO GAR ON VERY SHORT FINAL. AFTER THE GAR WAS COMPLETED AND OUR ACFT WAS PASSING THE DEP END OF THE RWY; WE WERE INSTRUCTED BY THE TWR CTLR TO 'TURN R IMMEDIATELY; YOU ARE BEING OVERTAKEN BY A FASTER ACFT ON YOUR L; NOT COMMUNICATING.' WHILE TURNING TO THE R; I; THE INSTRUCTOR ON BOARD; TURNED TO LOOK THROUGH THE REAR WINDOW OF OUR SMA IN TIME TO SEE THE UNDERSIDE OF AN SMA PASS SLIGHTLY ABOVE AND BEHIND US WITHIN 200 FT OF OUR ACFT. WHILE TALKING TO THE TWR AFTER THE EVENT TOOK PLACE; I LEARNED THAT THE SMA HAD A FAILED RADIO AND WAS COMMUNICATING WITH THE TWR USING A CELLULAR TELEPHONE. THE TWR WAS DIRECTING THE SMA VIA THE TELEPHONE BUT FAILED TO POINT HIM OUT TO OTHER TFC IN THE PATTERN. CONTRIBUTING FACTORS: FAILURE OF THE PLT OF THE SMA TO USE AIM PRESCRIBED FAILED RADIO PROCS AND PROPER PATTERN ENTRY. FAILURE OF THE CTLR TO POINT THE NON-RADIO ACFT OUT TO OTHER TFC. INADEQUATE SPACING BTWN ACFT. INADEQUATE VISIBILITY BTWN ACFT DUE TO CONFIGN LOW WING ACFT ABOVE HIGH WING ACFT BELOW.
