ACR Y CLB TO OCCUPIED ALT HAD LTSS FROM ACR X. SYS ERROR.

Narrative

HANDED OFF ACR X TO BOS SECTOR 10 AT FL370. DID NOT TRANSFER COMS SO AS TO BE ABLE TO ISSUE TFC ON ACR Y AT FL350. I ASKED ACR Y IF HE COULD ACCEPT FL370 OR ABOVE; THAT WAY ACR Y COULD HAVE DIRECT ROUTING (NRP) CLR OF ACR X. ACR Y SAID HE COULD TAKE FL370. I IN TURN CALLED ZOB TO APPROVE WAFDOF. FL370 WAS APPROVED BY ZOB. I THEN CLBED ACR Y TO FL370; SCANNED THE STRIPS; LOOKED BACK AT THE SCOPE; SAW ACR X AT FL370; SAW ACR Y FL370 CLBING TO FL350 I THEN ASKED ACR Y IF HE HAD LEFT FL350. HE SAID AFFIRMATIVE FL353 FOR FL370. I CONTEMPLATED DSNDING ACR Y BACK TO FL350; REEVALUATED AND THOUGHT AN IMMEDIATE CLB TO FL370 AND AN IMMEDIATE 40 DEG R TURN FOR ACR Y AND AN IMMEDIATELY DSCNT TO FL330 AND AN IMMEDIATE 40 DEG R TURN FOR ACR X WOULD RESOLVE THE CONFLICTION. ACR X MISSED THE FIRST XMISSION. SUPPLEMENTAL INFO FROM ACN 240370: A WBOUND ACR Y AT FL350 WAS ENRTE TO SJC AND OVER UCA VORTAC WHEN THE CTLR DECIDED TO TRY AND GIVE A MORE DIRECT ROUTING AND A HIGHER ALT WHILE TRYING TO HELP OUT THE ACFT AND ACCOMPLISH NECESSARY COORD. ACR X FROM OVERSEAS WAS ENRTE TO JFK AT FL370; SEBOUND. ACR X HAD BEEN HANDED OFF TO THE NEXT SECTOR; BUT KEPT ON FREQ TO ISSUE TA IN ANTICIPATION OF THE ACR Y CLB. WITH THE RADAR ASSOCIATE ACCOMPLISHING OTHER TASKS AND THE RADAR CTLR COORDINATING FOR THE SHORT CUT AND CLB TO A WRONG ALT FOR DIRECTION OF FLT ALT (DUE TO ACFT LIMITATIONS); THE RADAR CTLR FINISHED COORDINATING AND CLBED ACR Y TO FL370. WHEN THE ACFT WERE CONVERGING AT A DISTANCE OF ABOUT 10 MI; THE RADAR CTLR OBSERVED THE CONFLICTION; THE CONFLICT ALERT THEN ACTIVATED AND THE CTLR ASKED FOR AN ALT RPT. ACR Y RPTED OUT OF FL353. THE RADAR CTLR DECIDED TO KEEP HIM CLBING AND ISSUED DIVERGING RADAR VECTORS AND AN IMMEDIATE CONTINUATION OF CLB FOR ACR Y AND DSCNT TO ACR X. I JUST THINK ACR Y SHOULD HAVE BEEN GIVEN DSCNT BACK TO FL350; BUT I AM NOT A RADAR CTLR.
