WDB HAD CONFLICT WITH SMA ON APCH DUE TO LACK OF ATCT TRACON INTERFAC COORD.

WDB HAD CONFLICT WITH SMA ON APCH DUE TO LACK OF ATCT TRACON INTERFAC COORD.

Narrative

I WAS VECTORING AN SMA FOR OUR VOR 14L APCH AT 4000 FT. TWR HAD A WDB ON AN EXTENDED DOWNWIND TO RWY 14L IN VFR TFC. TWR BASED THE WDB 4 MI BEHIND MY SMA. THE WDB WAS AT 2700 FT ON BASE AND AS IT TURNED FINAL THE WDB CLBED TO 4000 FT. I ENDED UP GIVING THE SMA A TURN TO THE E AND CANCELLING THEIR APCH CLRNC. THE HVY WDB CONTINUED INBOUND AT 4000 FT EVEN THOUGH TWR HAD REQUESTED THAT THEY DSND FOR TFC. IN MY JUDGEMENT THE WDB DECIDED TO CLB TO DO THE VOR 14L APCH WITHOUT ADVISING THE TWR. TWR DIDN'T SCAN TO NOTICE THAT THE WDB WAS CLBING (WE HAVE DBRITE); I HAD TO ALERT THEM. TWR ALSO ASSUMED THAT THE SMA WAS A PROC TURN AND NOT ON VECTORS. WE HAVE NOTHING SPECIFIC IN OUR PROCS TO ADVISE TWR OF A PROC TURN; BUT MOST PEOPLE COORD THIS. AS FAR AS I'M CONCERNED THE WDB SHOULD HAVE BEEN TALKING TO ME. HE WAS 15 MI FROM THE ARPT TALKING TO TWR AND I HAD THE IFR TFC IN THAT VICINITY. WE HAVE PROCS IN PLACE THAT ALLOW THIS SORT OF THING TO HAPPEN. HOWEVER; THIS IS THE SECOND TIME FOR ME THAT I HAVE HAD TO SCRAMBLE TO GET AN ACFT OUT OF AN APCH SO IT DIDN'T GET RUN OVER.
