MLT UNAUTH UNCOORD PENETRATION OF AIRSPACE. OPDEV.

Narrative

I WAS WORKING THE FLT DATA POS AT PFN ATCT. I OBSERVED ON THE TWR DBRITE; MLT THAT HAD JUST DEPARTED TYNDALL AFB (PAM) RWY 31. MLT ENTERED THE PFN ATA FROM THE SE; NWBOUND; ALT INDICATED 1200 FT. USING THE BINOCULARS; I OBSERVED A HVY MLT THAT CORRESPONDED WITH THE TARGET ON THE DBRITE. THE HVY MLT WAS NOW APPROX 3 MI SSE OF THE PFN ATCT. I ADVISED THE LCL CTLR OF THE HVY MLT IN THE ATA. I CALLED PAM APCH AND ASKED IF THEY WERE TALKING TO THE HVY MLT APPROX 2 MI S OF THE PFN ARPT AT 1500 FT. THEY SAID THEY WERE. I TOLD THEM THEY NEEDED TO POINT OUT HVY ACFT TRANSITIONING THE PFN ATA. AT THE SAME TIME; AN SMA BANNER ACFT (NO XPONDER) WAS INBOUND FROM THE SW TO THE PFN ARPT. ALT WAS UNKNOWN; BUT BY LOA; BANNER ACFT ENTER THE PFN ATA AT OR BELOW 1000 FT. I ESTIMATE THE ALT OF THE SMA AT 1000 FT. THE SMA AND HVY MLT WERE CONVERGING AND PASSED APPROX 1/2 MI AND APPROX 500 FT APART. PAM APCH FREQUENTLY ALLOWS HVY ACFT TO TRANSITION THE PFN ATA WITHOUT ANY COORD; AND THE WAKE TURB COULD LEAD TO A SERIOUS INCIDENT/ACCIDENT.
