Narrative
FLT BEGAN AS A FERRY TRIP FROM LINDEN; NJ; TO BELMAR/ALLAIRE ARPT. FLT FOLLOWED A 5 HR MISSION FOR RPTING PLT. DEP FROM LINDEN; NJ; WAS WITHOUT INCIDENT; SKY CONDITIONS WERE 1200 FT OVCST 3 PLUS MI VISIBILITY. CONDITIONS WERE DETERIORATING TO THE S (PLT'S DIRECTION OF FLT). COMPANY POLICY DICTATES 2 INST RATED PLTS FOR IMC CONDITIONS IF PIC HAS LESS THAN 1500 HRS TOTAL TIME. CLASSIC EXAMPLE OF SCUD RUNNING. RPTING PLT CONTINUED TO PRESS ON TO ARPT IN MARGINAL CONDITIONS. IN THE EXCITEMENT OF THE MOMENT; RPTING PLT FORGOT THE NOTAM FOR THE CLOSED RWY AT HIS HOME FIELD. RPTING PLT VERY FAMILIAR WITH THIS FIELD (BLM). AFTER DODGING CLOUDS AND FINDING FIELD; RPTING PLT LANDED ON CLOSED RWY. NOTE THAT THE RWY WAS CLOSED DUE TO CONSTRUCTION TO LENGTHEN. NO OBSTRUCTIONS. PLT BECAME FIXATED ON RWY EVEN THOUGH RWY HAD LARGE WHITE X. RPTING PLT BELIEVES THAT COMPANY POLICY TO DISCOURAGE SINGLE PLT IFR ACTUALLY CONTRIBUTED TO INCIDENT. RPTING PLT WOULD HAVE PREFERRED TO RETURN IFR. IN HINDSIGHT SHOULD HAVE ELECTED TO ABORT OR OBTAIN SECOND IFR RATED PLT. ADDITIONAL FACTORS: FATIGUE (5 HR MISSION); RELATIVE INEXPERIENCE IN ACTUAL IMC CONDITIONS.
