CTLR CONCERNED REGARDING LACK OF SIGNAGE WHICH CONSISTENTLY CAUSES RWY INCURSIONS.

Narrative

AN SMA CALLED PWK GND CTL FOR A VFR DEP NWBOUND. THE ACFT WAS PARKED ON THE MAIN RAMP. GND ISSUED TAXI TO RWY 30R; WHICH IS LOCATED AT THE S END OF THE MAIN RAMP. THE ACFT TAXIED OUT ONTO RWY 30R. THE ACFT ASKED GND 'IS THIS RWY 30R?' WE POINTED OUT THAT THE ACFT WAS ON RWY 30R AND TO EXIT THE RWY. THE ACFT COMPLIED. NO OTHER ACFT WAS INVOLVED. A RATHER TYPICAL RWY INCURSION AT PWK. WE ARE SO USED TO THESE THAT WE DON'T EVEN TAKE OFFICIAL NOTICE OF THEM. THE PROB WILL CONTINUE UNTIL SIGNAGE IS INSTALLED HERE. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: RPTR STATES ABOUT A WK AFTER HE HAD SUBMITTED HIS RPT HE WAS SELECTED TO APPEAR AT AN ARPT AUTHORITY MGMNT MEETING. HE WAS ABLE TO PRESENT THIS PROB AND THE ARPT AUTHORITY HAS FOUND SOME FUNDS TO PLACE SOME UNLIGHTED SIGNS NEAR THE RWY. THIS WAS ORIGINALLY A PRIVATELY OWNED ARPT AND DID NOT COMPLY WITH FAA STANDARDS. WHEN THE 3 TOWNSHIP ARPT AUTHORITY WAS FORMED AND PURCHASED THE ARPT THEY WERE AWARE THEY WOULD NEED TO REMOVE SOME BUILDINGS AND CONSTRUCT TXWYS TO BRING ARPT UP TO FAA STANDARDS. IT IS A FRUSTRATINGLY SLOW PROCESS. THERE IS A HANGAR WHICH BLOCKS THE TWR VIEW OF THE END OF RWY 30R SO CTLRS CANNOT GUIDE ACFT. THERE ARE HOLD LINES BUT THEY ARE DIFFICULT TO SEE IN THE LARGE CONCRETE AREA APCHING THE RWY. RPTR FEELS THEY JUST NEED TO KEEP THE PRESSURE ON TO EXPEDITE THE PROCESS OF SIGNAGE AND HANGAR REMOVAL. RPTR VERY GRATEFUL FOR OUR INTEREST.
