NMAC OCCURS BTWN A LAW ENFORCEMENT SMA AND AN ACR THAT DEPARTED MDW IN NOV 1990.
Narrative
ON THIS PARTICULAR DAY; NOV/XX/90; SMA Y THAT IS AFFILIATED WITH LAW ENFORCEMENT ASKED TO WORK IN THE TCA 3 N OF MIDWAY AT 5500 FT MSL. THIS IS A NORMAL PRACTICE. THE PLT OF THIS ACFT IS EXTREMELY COOPERATIVE AND PUNCTUAL. HE MANEUVERS AROUND AND SLOW DRIFTS NE. I KEPT WATCHING THE ACFT AND CLBING MY JET DEPS TO 6000 FT MSL. MLG X CALLS ME ON A 120 DEG HDG AND I CLBED HIM TO 6000 FT. I OBSERVED SMA Y NEBOUND AND BELIEVED HE WILL CONTINUE; SO I TURN MLG X EBOUND. I HAVE A FEW OTHER THINGS TO DO SO I DO THEM AND WHEN I LOOKED BACK SMA Y HAS TURNED STRAIGHT AT THE JET AND IT IS SO CLOSE I CALLED TFC TO BOTH ACFT WITH NO DISTANCE BECAUSE THERE IS NOT ENOUGH TIME. MY INITIAL REACTION WAS TO TRY AND STOP MLG X CLB AT 5000 FT MSL BUT I COULD NOT DO IT BECAUSE I FELT MLG X WOULD SETTLE AT 5500 FT. THE PLT OF MLG X STATED THAT IT WAS CLOSE AND INSISTS ON KNOWING 'WHAT IS THAT BOZO DOING THERE.' I CANNOT TELL MLG X THE SMA'S BUSINESS OR INTENTIONS; ONLY THAT I AM OBLIGATED(?) TO WORK HIM THERE. THE POTENTIAL FOR A DISASTER IS THERE ENOUGH ALREADY WITHOUT THIS ACFT'S PRESENCE. THIS AREA IN O'HARE AIRSPACE IS EXTREMELY ACTIVE AT THE SURFACE TO 7000 FT IN THIS AREA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT THIS INCIDENT OCCURRED IN NOV/90 AND IS SUBMITTING THE RPT AT THE REQUEST OF OTHER PEOPLE. RPTR STILL FEELS THAT THE LAW ENFORCEMENT ACFT CAUSES A PROB IN THE AIRSPACE. HE SAID THAT MOST OF THE TIME IT IS NO PROB; BUT OCCASIONALLY; IT IS IN THE WRONG SPOT. RPTR ALSO STATED THAT OTHER CTLRS DO NOT HAVE A COMPLAINT ABOUT THE ACFT OR HOW IT IS HANDLED.
