DEAD STICK LNDG BY 4 ENGINED TANKER.

Narrative

I WAS FLYING AN AIR TANKER FROM TUCSON; AZ; TO KINSTON; NC; VIA SHERMAN; TX. 20 MI W OF SHERMAN #1 ENG'S FUEL PRESSURE WENT TO 0 AND THE ENG STOPPED. APPLICATION OF THE BOOST PUMP DID NOT RESTORE PRESSURE. THERE WAS 100 GALLONS REMAINING IN THE SELECTED TANK ACCORDING TO THE GAUGE. SELECTING XFEED BTWN 1 AND 2 MAINS RESTORED NORMAL PRESSURE AND THE ENG WAS RESTARTED. 5 MI OUT OF SHERMAN BOTH #1 AND #2 ENGS STOPPED. XFEED TO CROSS SHIP AND ALL BOOST PUMP ON RESTORED PRESSURE TO ENGS #1 AND #2 AND THEY WERE RESTARTED AND RAN NORMALLY. WE STAYED HIGH AND RADIOED OUR POS ON SHERMAN'S UNICOM OVERHEAD THE FIELD. ENTERING A XWIND TO A L DOWNWIND TO RWY 35 A SCAN OF THE ENG GAUGES SHOWED ALL FUEL PRESSURE GAUGES TO 0. APPLICATION OF THROTTLES CONFIRMED 4 DEAD ENGS. I INITIATED AN IMMEDIATE TURN TO FINAL FOR RWY 17 AND HELD GEAR AND FLAPS UNTIL THE FIELD WAS ASSURED. I ALERTED TFC THAT I WAS HAVING A PROB. DURING THE PREFLT PHASE OF OUR FLT WE FAILED TO REMOVE ALL THE WATER FROM OUR FUEL TANKS. SUMPS WERE DRAINED BEFORE AND AFTER FUELING BUT NOT ALL THE WATER MADE IT TO THE SUMPS. I SUSPECT THAT THE WATER FROZE IN THE TANK AND THE BOOST PUMPS BECAUSE ALL THE BOOST PUMP CIRCUIT BREAKERS WERE POPPED (DISCOVERED AFTER LNDG). THIS CAUSED THE LOSS OF ALL 4 ENGS DURING LNDG.
