MDT HAS TCASII RA ON TKOF; REDUCES CLB.
Narrative
WE DEPARTED RWY 28R AT PIT. IN THE R TURN TO 360 DEGS OUT OF (500 AGL) 1700 MSL A TCASII RA WAS RECEIVED AND COMMANDED US TO REDUCE CLB. WE COMPLIED WITH THE RA AND THEN THE CAPT ESTABLISHED A VISUAL ON THE TFC. CONFLICT TFC WAS 200 FT ABOVE US WITHIN 1/4 MI. I SPOKE TO THE TWR SUPVR WHO CLAIMED THE TWR CTLR HANDLING THE CONFLICT TFC (SMT) ACKNOWLEDGED A VISUAL ON US. THAT SMT TFC DEPARTED 28C AND MADE WHAT APPEARED TO BE A R TURN TOWARD 28R; THE RWY WE DEPARTED. AT PIT THERE ARE 2 TWR CTLRS: ONE FOR THE 28L AND 28C AND ONE FOR 28R. WE WEREN'T ADVISED OF ANY TFC DEPARTING 28C OR THAT THE TFC HAD A VISUAL ON US. THE TWR SUPVR SAID THE CTLR FORGOT TO INFORM US OF THE ACFT DEPARTING 28C. I FIND IT HARD TO ACCEPT THE FACT THAT THE SMT HAD A VISUAL ON US. WHAT AIRMAN WILL FLY WITHIN 200 FT OF ANOTHER ACFT ON DEP AND CLAIM THAT HE HAS A SAFE VISUAL ON US. IN RETROSPECT; THE TCASII SYS WORKED AS ADVERTISED AND PREVENTED A MAJOR ACCIDENT. IF THE SMT HAD A VISUAL ON US; I SUGGEST THE PLT EXERCISE BETTER JUDGEMENT IN SAFE SEPARATIONS.
