Synopsis

NMAC BTWN AN SMA SEL AND AN SMT TWIN.

Narrative

I WAS APCHING OJC FROM THE SW ON A HDG OF 064 DEGS; AND HAD BEEN CLRED BY KANSAS CITY APCH TO 3000 FT. BEGINNING AT APPROX 15 MI FROM THE ARPT I HAD BEGUN TO MONITOR THE TWR FREQ 126.0 ON MY SECOND RADIO; WHILE MAINTAINING CONTACT WITH APCH. NEARING THE ARPT I HEARD ON THE TWR FREQ AN SMT TWIN CLRED FOR VFR DEP TO THE SW; AND HE WAS ADVISED OF MY INCOMING FLT. HEARING THIS; I TURNED ON ALL LIGHTS; INCLUDING NAV; BEACON; STROBE; LNDG AND TAXI LAMPS. SHORTLY THEREAFTER; I NOTIFIED APCH THAT I HAD THE ARPT IN SIGHT; AND AT THIS TIME; MY DME WAS READING 6.9. I WAS CLRED FOR A VISUAL APCH TO RWY 17 AND TOLD TO CONTACT TWR ON 126.0. SIMULTANEOUSLY WITH RADAR SVC BEING TERMINATED I WAS ADVISED THAT TFC WAS DEPARTING OJC TO THE SW. I CONTACTED THE TWR AND RPTED MY POS AT 6.5 MI SW; WITH ATIS INFO FOR A LNDG RWY 17. TWR IMMEDIATELY ADVISED THAT AN SMT HAD DEPARTED RWY 17 AND WAS CLBING W. I WAS ADVISED TO ENTER A R DOWNWIND FOR RWY 17; BUT DURING THE XMISSION I SPOTTED THE SMT THROUGH THE HAZE CLBING STRAIGHT FOR ME. I IMMEDIATELY REDUCED PWR TO IDLE; AND EXECUTED A R TURN WHILE THE SMT PASSED OVERHEAD IN CLOSE PROX. AT NO TIME DID THE SMT APPEAR TO EXECUTE EVASIVE ACTION; NOR WERE ANY LIGHTS VISIBLE ON THE ACFT. I RPTED TO TWR THAT I HAD LOST THE LAST PART OF THEIR COMS BECAUSE OF THE INCIDENT; AND SHORTLY THEREAFTER THE TWR STATED THAT I WAS IN SIGHT AND CLRED TO LAND. AT NO TIME DID I HEAR ANY COMS WITH THE SMT. IN REVIEWING THE SIT; I DO NOT SEE THAT ANY ERRORS WERE COMMITTED BY ANYONE; BUT FELT THAT IN KEEPING WITH THE PURPOSE OF THE NASA SYS AS I UNDERSTAND IT; FELT THAT THIS INCIDENT SHOULD BE RPTED. THERE IS CONSIDERABLE TFC AROUND OJC; AND I HAVE SEEN A NUMBER OF INCIDENTS LIKE THIS ONE. HOPEFULLY; TWR RADAR TO BE INSTALLED THIS FALL WILL REDUCE THE NUMBER OF SUCH INCIDENTS.
