COMMUTER LTT TAXIING FOR TKOF AT NON TWR ARPT HAS NMAC WITH MIL ACFT LNDG.

Narrative

WHILE AWAITING OUR IFR CLRNC AT PIB ARPT WE WERE TOLD BY MCCOMB RADIO THAT TO RECEIVE IT WE WOULD NEED TO DEPART TO THE S. WE WERE HOLDING SHORT OF RWY 36 SO WE HAD TO TAXI DOWN THE RWY AND EXIT MIDFIELD THEN GO TO THE HOLD SHORT OF RWY 18. WE HAD BEEN MONITORING THE UNICOM FREQ FOR APPROX 30 MINS AND HAD LISTENED TO 2 ACFT DEPART AND 1 ARRIVE. WE HAD HEARD A 'GUARD MIL FLT' CALL UNICOM 8 MI OUT; BUT HE DID NOT SAY WHAT HIS INTENTIONS WERE. AS THE FO COMPLETED COPYING THE CLRNC DOWN; I RPTED ON UNICOM FREQ THAT WE WERE TAKING THE RWY 36 TO TAXI DOWN IT AND TURN OFF MIDFIELD. I BEGAN TO TAXI AND LOOKED OUT ON FINAL TO SEE A 'GUARD LTT' ACFT ON FINAL APCH JUST EMERGING FROM THE SCATTERED CLOUDS. THE SKY WAS GRAY AND SO WAS HIS AIRPLANE. ALL I CAUGHT A GLIMPSE OF WAS HIS LIGHTS. I STOPPED THE AIRPLANE IMMEDIATELY; BUT THE NOSE WAS SLIGHTLY OVER THE RWY. I AGAIN ANNOUNCED OUR POS AND THE 'GUARD MIL' REPLIED AS HE FLEW BY THAT HE WAS ON SHORT FINAL AND HE SAW US. THIS MIL AVIATOR DID A TERRIBLE JOB OF UNCTLED ARPT RADIO CALLS AND EXERCISED POOR JUDGEMENT FLYING IN MARGINAL CONDITIONS INTO AN UNCTLED ARPT WHERE IFR TFC IS PRESENT.
