MLG CLBING OUT OF TPA EXCEEDED 250 KTS PREMATURELY WHEN FLC OVERLOOKED THE SPD LIMIT POSTED ON THE SID PAGE.

Narrative

DURING CLBOUT FROM TAMPA; AFTER PASSING THROUGH 10000 FT MSL ON THE TAMPA 2 DEP; WE STARTED TO ACCELERATE FROM 250 KTS TO A FASTER AIRSPD. SIMULTANEOUSLY WE WERE SWITCHED FROM TAMPA DEP CTL TO ZJX. AT CONTACT; WE WERE INSTRUCTED TO RESUME NORMAL SPD AT 17000 FT MSL ON THE CLB. WE TOLD ZJX WE WEREN'T GIVEN A RESTR AIRSPD AND DID THEY WANT US TO SLOW DOWN. ZJX STATED THAT THERE WAS NO PROB; BUT THAT THE 250 KT RESTRICTION WAS ON THE DEP PLATE. WE SLOWED FROM 260 KTS ACCELERATING BACK TO 250 KTS AND CONTINUED THE CLB. AFTER REVIEWING THE DEP PLATE; WE FOUND THAT THERE WAS INDEED A NOTE ON THE PLATE SPECIFYING THAT TURBOJETS ON NORTHERLY DEPS SHOULD NOT EXCEED 250 KTS UNTIL ADVISED BY ATC. WHEN SPEAKING WITH A QUALITY ASSURANCE SUPVR AT ZJX LATER IN THE DAY; HE STATED THAT THE PROC WAS CHANGED 6 MONTHS AGO AND THAT NUMEROUS ACFT MISS THE 250 KT RESTRICTION. WHEN ASKED WHAT WOULD HELP ACFT AVOID THIS MISTAKE; I STATED THE CLRNC DELIVERY AT TAMPA SHOULD GIVE THE 250 KT RESTRICTION TO US. HE STATED THAT ZJX HAD ASKED THEM TO BUT THAT TAMPA HAS DECLINED. ADDITIONALLY; IT WAS DETERMINED THAT THIS WAS AN ATC INSTRUCTION IN A NOTE. IT WOULD BE BETTER TO PUT IT ON THE DEP INSTRUCTION ON THE SAME PAGE. ALSO; DEP CTL SHOULD INSTRUCT ACFT TO NOT EXCEED 250 KTS UNTIL FURTHER ADVISED.
