Narrative

AT APPROX AB40 I CONTACTED GND CTL AND ADVISED THEM OF MY INTENTIONS TO FLY FROM SCK; CA; TO CNO; CA; AND REQUESTED FLT FOLLOWING TO CHINO; CA; AT 9500 FT MSL. JUST PRIOR TO BEING CLR FOR TKOF; I ADVISED (AGAIN) THE TWR OF MY INTENTIONS OF A L DOWNWIND DEP; HDG 145 DEGS; AND A CLB TO 9500 FT MSL. I WAS ADVISED BY THE TWR TO CONTACT STOCKTON APCH ON 123.85; MY XPONDER IS ON 1200. AFTER SEVERAL CALLS TO APCH; I WAS TOLD BY SCK APCH TO STAND BY. AT AC03 AND 4 DME FROM SCK; AND APPROX 3800 FT MSL; A COMMUTER AIRLINE WAS DSNDING FROM MY R TO MY L. AT THIS TIME I LEVELED OFF; AND I BELIEVE THE AIRLINE PLT PULLED UP ALSO. I NOTIFIED THE CTLR OF THIS NEAR MIDAIR. I ASKED HIM IF HE WAS WORKING THE AIRLINER; AND ASKED HIM FOR HIS IDENT AND ADVISED HIM THAT I WOULD BE MAKING A RPT ON THIS INCIDENT. AFTER I ARRIVED AT MY DEST; CNO; I CONTACTED SUPVR. HE SAID THAT THE AIRLINE WAS ADVISED OF MY TFC BUT DID NOT HAVE ME IN SIGHT. I DID NOT HEAR THE CONVERSATION BTWN THE CTLR AND THE AIRLINE. SUPVR SAID TO ME THAT THE CTLR WAS USING A DIFFERENT FREQ. I BELIEVE THAT GND CTL; THE TWR; AND APCH CTL; AND MY SQUAWK 1200; WERE AWARE OF MY INTENTIONS. I BELIEVE THAT IF SCK APCH CTL IS WORKING THE AIRLINER; AND THE AIRLINER DOES NOT HAVE ME IN SIGHT; AN ALT RESTRICTION; OR A CHANGE OF HDG SHOULD HAVE BEEN ISSUED.
