INSTRUCTOR WITH SPI INSTRUCTED TO HOLD SHORT OF INTERSECTING RWY FOR DEPARTING TFC. UNABLE DUE BAD LNDG; MAKES GAR.

Narrative

WE WERE CLRED TO LAND RWY 16 BUT HOLD SHORT 24. I CAME IN ON FINAL WITH 1 OF MY STUDENTS (HE WAS FLYING) ON A NORMAL GLIDE PATH. HE FLEW THE PLANE TO THE RWY (16) AND LANDED FLAT. WE BOUNCED APPROX 15 FT ABOVE THE RWY OFF TO THE L AND THEN BOUNCED AGAIN (APPROX 8-10 FT) FARTHER TO THE L; SO TO AVOID GOING OFF THE RWY AND POSSIBLY CROSS THE GRASSY AREA BTWN THE 2 INTERSECTING RWYS. I INITIATED A GAR WITH THE DEPARTING TFC IN SIGHT (ON RWY 24); WHO HAD JUST STARTED ROLLING. WE IMMEDIATELY LIFTED OFF WELL TO THE R OF THE RWY KEEPING THE OTHER PLANE IN SIGHT. WHEN WE FLEW OVER THE INTERSECTING RWY WE PASSED WELL ABOVE AND AWAY FROM THE DEPARTING TFC. ONCE WE RETURNED FOR LNDG AND WERE ON THE GND; TWR ADVISED US TO CALL THEM (ON THE PHONE). I DID; AND THEY SAID I WAS WRONG FOR NOT HOLDING SHORT AND THE SIT I CREATED. I EXPLAINED THE SIT I WAS IN AND HOW I HAD THE TFC IN SIGHT. I FEEL THE TWR CONTRIBUTED TO THE CREATION OF THE PROB BY CLRING 1 PLANE TO TKOF AND 1 TO LAND; WHICH WOULD ONLY WORK IF EACH ACFT HAD NO PROBS. ALSO; THERE WERE NO ACFT IN SEQUENCE FOR TKOF OR LNDG; SO WHY RUSH 2 AIRPLANES ON THE FIELD AND PUT THEM IN A SIT WHERE THERE COULD BE NO ERRORS.
