Narrative
ACR X ON A 3 MI FINAL; STRAIGHT-IN VISUAL APCH TO RWY 2 AT KAHULUI; MAUI. I WAS ISSUED HELI TFC E OF THE FIELD PROCEEDING WBOUND AT A 90 DEG ANGLE TO MY FLT PATH. I SAW THE HELI TFC TRAVELING FROM R TOWARD MY FLT PATH AND CALLED IT IN SIGHT. AT 300 FT AGL I NOTICED THE HELI WAS STILL TRAVELING AT A 90 DEG ANGLE TO OUR COURSE AND APPROX 100 FT BELOW OUR ALT. AS WE APCHED 200 FT AGL THE TCASII COMMANDED US TO 'CLB' AND IT APPEARED TO THE FO AND ME THAT WE WERE ON A COLLISION FLT PATH IF THE HELI DID NOT IMMEDIATELY CHANGE ITS FLT PATH. I BELIEVE THAT THIS WAS MY LAST OPPORTUNITY TO AVOID AN ACCIDENT IF THE HELI CONTINUED. I INITIATED A GAR AND TURNED SLIGHTLY L. I PASSED WELL WITHIN 1/4 MI HORIZLY AND LESS THAN 100 FT VERTICALLY FROM THE HELI TFC DURING THE GAR. THROUGHOUT THIS INCIDENT; ATC TWR COMS WERE CLR; COURTEOUS; AND CORRECT. TO MY KNOWLEDGE THE HELI PLT FLEW THE APPROPRIATE FLT PATH FOR THEIR OPS. I CAN FIND NO FAULT WITH ANY OF THE PERSONNEL INVOLVED IN WHAT I CONSIDER AN EXTREMELY HAZARDOUS OP. IT IS RIDICULOUS THAT A SYS; WORKING AS IT WAS DESIGNED TO; WOULD ALLOW 2 ACFT TO BE ON A COLLISION COURSE; AT THE SAME ALT; IN VERY CLOSE PROX TO ONE ANOTHER; IN SUCH A CRITICAL PHASE OF FLT.
