Synopsis

ACR ACFT DEPARTING TPA WAS UNAWARE OF THE SPD RESTRICTION ON THE SID AND EXCEEDED TO RESTRICTION.

Narrative

SCHEDULED AIRLINE FLT FROM TPA TO ORD. TPA CLRNC GAVE US TAMPA 2 SID WITH DEVS FROM PUBLISHED HDG/ALT. FLT WAS RUNNING LATE DUE TO MAINT; SO CAPT AND I GOT OUT SID PLATES AND READ CHKLISTS AND PUSHED BACK ALMOST IMMEDIATELY. WE EXPECTED RWY 18R DEP; BUT GND GAVE US RWY 18L; SO BOTH CAPT AND I HAD TO GET OUT OUR ARPT DIAGRAMS; WHICH WE PUT ON TOP OF SID PLATES. ON REACHING RWY; WE RECEIVED IMMEDIATE TKOF CLRNC. WE FLEW ASSIGNED HDG; SWITCHED DEP AND GOT A 360 DEG VECTOR. PASSING ABOUT 10000 FT; WE SWITCHED ZJX AND WERE GIVEN A VFR ACFT TFC CALL; ALT UNKNOWN; AT 12 O'CLOCK. CAPT ENGAGED AUTOPLT AND PMS; WHICH BEGAN TO ACCELERATE ACFT. TFC WASN'T ON TCASII AND ZJX GAVE US UPDATES ON ITS POS WHILE WE BOTH LOOKED FOR IT. WE NEVER DID SEE IT BEFORE CTR CALLED US CLR OF TFC. SHORTLY THEREAFTER; CTR ASKED IF WE WERE AWARE OF THE 250 KTS SPD RESTRICTION ON THE TAMPA 2 SID. THE CAPT AND I PULLED OUR SID PLATES OUT AND FOUND THE RESTRICTION IN THE NOTES AND ADVISED CTR WE'D OVERLOOKED IT. THEY THEN ASKED OUR SPD; TO WHICH I REPLIED 300 KTS AND ASKED WHAT SPD WAS NEEDED. CTR REPLIED; 'NORMAL SPD.' THROUGHOUT THIS EVOLUTION; THERE WAS NEVER ANY TFC ON TCASII; YET CTR NEVER GAVE US NORMAL SPD UNTIL WE'D BEEN NAILED FOR SPDING. SINCE WE WERE ON A VECTOR WELL N OF TAMPA; THE CAPT AND I WERE NOT SURE WE WERE STILL ON THE SID ANYWAY. UPON FURTHER INVESTIGATION; WE LOOKED UP EVERY ARPT WE KNEW WHICH RESTRICTS SPD TO 250 KTS ON DEP. NOT ONE HAS THE RESTRICTION ON THE SIDS -- THEY ALL ISSUE IT VIA CLRNC DELIVERY. THE CAPT CALLED ZJX TO ASK WHY TAMPA OPERATES DIFFERENTLY AND WAS TOLD THAT THEY USED TO VERBALLY GIVE THE SPD RESTRICTION; BUT ASSUMED EVERYONE KNEW ABOUT IT; SO PUT IT IN THE NOTES ON THE SID PLATES. DURING A 1 HR PERIOD WE WERE TOLD WE WERE 1 OF 6 CREWS THAT WAS CAUGHT EXCEEDING 250 KTS ON THE TAMPA 2 DEP.
