SMA SEL TRAINING ACFT HAD CLOSE ENCOUNTER WITH ANOTHER SMA ACFT WAITING FOR TKOF ON THE SIDE OF THE RWY DURING A MISSED APCH FROM A PRACTICE ILS APCH.

Narrative

STUDENT PLT TRAINING WAS IN PROGRESS. INSTRUCTOR PLT WAS IN REAR COCKPIT. MISSION WAS FLOWN TO SALINA FOR THE ILS TO RWY 35; TOUCH-AND-GO TO AREA WORK; BACK TO SALINA FOR PATTERN WORK. WE WERE BEING SEQUENCED FOR THE ILS (SECOND ONE) AFTER THE AREA WORK. ZKC VECTORED US ONTO THE FINAL APCH COURSE FROM ABOVE THE GLIDE PATH. WE WERE CLRED FOR THE APCH. THERE WERE NO OTHER CALLS MADE BY ZKC (NO HDOF TO TWR). INSIDE THE LOCATOR OM (LOM); FLORY; I DIRECTED THE STUDENT TO CONTACT SALINA TWR. UPON CONTACTING THE TWR; HERE IS WHAT HAPPENED; TO THE BEST OF MY RECOLLECTION. SALINA TWR: 'SMA NUMBER; CLRED TO LAND; CALL FLORY INBOUND.' SMA NUMBER: 'ROGER; SMA NUMBER IS 5 MI TOUCH-AND-GO.' THE STUDENT ACKNOWLEDGED THE CALL. I WAS UNABLE TO ASK HIM WHAT WAS SAID; AS WE HAD STARTED THE APCH FROM A HIGH; FAST POS AND NO OTHER CALLS WERE MADE. APCHING 1/2 MI FINAL; THE STUDENT INITIATED A GAR. AT 100-150 FT AGL; WE SPOTTED AN ORANGE AND WHITE ACFT NEAR THE EASTERN EDGE OF THE RWY. I BELIEVE WE GOT NO CLOSER THAN 100 FT TO THE OTHER ACFT. REDUCED VISIBILITY WAS ALSO A FACTOR IN THE LATE SIGHTING.
