AN ACR LGT DECLARED MINIMUM FUEL AND RECEIVED PRIORITY HANDLING.

Narrative

MINIMUM FUEL WAS DECLARED ON ARR INTO MSP AND RESULTED IN EXPEDITED HANDLING. FUEL ON DEP INCLUDED 5.5 MINIMUM LBS RESERVE AND 3 MINIMUM LBS CONTINGENCY. EXTENSIVE GND TIME ON DEP AT LGA TOGETHER WITH LOWER THAN PLANNED CRUISE ALT DUE TO TURB (280 VERSUS 350) RESULTED IN COMPUTED FUEL ON ARR AT MSP OF 7 MINIMUM LBS VERSUS FLT PLANNED 8.5 MINIMUM LBS. APPROX 20 MI E OF NICKL; CTR GAVE US A VECTOR FOR THE DAYLE FIX AND THE DAYLE ARR TO MSP; PULLING US OFF OF THE NICKL 2 ARR. WHEN INPUT TO THE FMC THIS SHOWED FUEL ON ARR OF 5.5 MINIMUM LBS. WE ADVISED CTR WE WERE UNABLE TO TAKE THIS CLRNC DUE TO FUEL AND WERE THEN CLRED TO THE CINCI INTXN (APPROX 35 MI NNE OF MSP) FOR VECTORS TO APCH RWY 11L. WE WERE GIVEN PRIORITY HANDLING AND LANDED WITH RESERVE FUEL 5.5 MINIMUM LBS. OUR FUEL SIT WAS A RESULT OF SEVERAL FACTORS THAT BUILT ON EACH OTHER. OUR FUEL SIT WAS FINE UNTIL GIVEN THE RERTE OVER DAYLE. IT WAS A GOOD EXAMPLE OF THE NEED FOR AIR CREWS TO MAINTAIN CONSTANT VIGILANCE AND RECOMPUTE FUEL PLAN WHEN THINGS CHANGE. SUPPLEMENTAL INFORMATION FROM ACN 249235: THESE FACTORS LEFT US WITH SOMEWHAT LESS FUEL THAN PLANNED (ABOUT 3000 LBS). DECLARED MINIMUM FUEL WITH MSP APCH AND GOT A VECTOR DIRECT TO THE FIELD AND LANDED. NUMEROUS COM BREAKDOWNS BTWN CTR AND MSP APCH CTL. TALKED TO MSP APCH CTL SUPVR AND DISCUSSED THE PROB.
