Narrative
I DEPARTED RWY 16R STRAIGHT OUT TO SHORELINE THEN L TURN WAS APPROVED. DUE TO THE BUSY AIRSPACE; I WAS TRYING TO GET THE ATIS AT SNA WHILE ALSO LISTENING TO LGB TWR. I HEARD TWR ISSUE A TA BUT WAS NOT SURE IF IT WAS FOR ME. I TURNED OFF #2 TO LISTEN FOR REISSUANCE OF TFC; MEANWHILE TREATING THE ADVISORY I HEARD AS IF IT WERE FOR ME. THE TA I HEARD WAS '...TFC 1 O'CLOCK; 1 MI SWBOUND; AN SMA.' WELL; SINCE I WAS S AND I FELT THIS WAS NOT FOR ME AS IT WOULD BE TO MY R AND GOING AWAY FROM ME. I SCANNED AND SAW NOTHING. I THEN SCANNED MY INST PANEL. SUDDENLY; I SAW THE SMA FILL ALL THE WINDOWS ON THE L SIDE OF THE ACFT; HE WAS CLBING AND TURNING TO THE L APPROX 20 DEGS OF BANK. I BANKED HARD R; HARD R RUDDER AND PULLED BACK HARD. I CLOSED MY EYES BECAUSE I WAS SURE WE WERE GOING TO HIT BUT WE DIDN'T. I CALLED LGB TO ASK IF THE SMA TFC CALL HAD BEEN FOR MY ACFT; THEY SAID YES. I TOLD HIM WE ALMOST HIT AND THAT I WOULD BE FILING AN NMAC. I CALLED LGB TWR SUPVR AND HE SAID SOMEONE ON THE GND AT THE BEACH HAD CALLED TO ADVISE THAT 2 ACFT NEARLY COLLIDED AT THE SHORELINE AT THE TIME OF MY OCCURRENCE. HE SEEMED TO FEEL THAT TFC WAS ISSUED AND THAT WAS THAT. I HAVE FLOWN IN THE LOS ANGELES AREA FOR 17 YRS. I HAVE BEEN A CTLR IN THE LOS ANGELES AREA FOR 14 HRS. THIS IS ONE BUSY PLACE! YOU HAVE TO BE AHEAD TO PROVIDE THE CTLRS WITH STUFF THEY NEED TO KNOW YOU KNOW. THERE IS NO SUBSTITUTE FOR A CONSTANT SCAN. I DID NOT ASK IF THE TFC CALL WAS FOR ME OR NOT; AS I FELT THAT WHEN I DID NOT ACKNOWLEDGE (IF IT WAS FOR ME) IT WOULD BE REISSUED. I FEEL THERE IS A SYS-WIDE PROB OF CTLRS NOT LISTENING TO PLT READBACKS OR ACKNOWLEDGEMENTS. THE TFC CALL WAS A GOOD ONE; JUST WISH I WOULD HAVE KNOWN FROM THE GITGO; THAT IT WAS FOR ME.
