SMT CLRED FOR VISUAL APCH TO RWY 12 AT CYS. TOLD TO CONTACT TWR 5 MI NW. COPLT CALLED TWR. TWR CTLR SAID TO RPT 2 MI FINAL FOR RWY 12. WHEN COPLT CALLED A 2 MI FINAL; TWR CTLR SAID TO CONTINUE. CTLR EVIDENTLY CLRED 2 CONSTRUCTION VEHICLES TO CROSS RWY 12. BOTH VEHICLES MOVED VERY SLOWLY. AS WE CROSSED THE THRESHOLD; LAST VEHICLE WAS 3/4 ACROSS RWY. STILL NOT CLRED TO LAND; BUT EXPECTED CLRNC. WHILE IN LNDG ATTITUDE; AND GND VEHICLE CLR OF RWY EDGE; CTLR CALLED US; BUT XMISSION WAS UNINTELLIGIBLE. I LANDED THE AIRPLANE WITHOUT INCIDENT. DURING ROLLOUT; I ASKED TWR CTLR IF WE WERE CLRED TO LAND; BUT CTLR XMISSION WAS STILL UNINTELLIGIBLE. I BELIEVE THE CTLR SHOULD HAVE ISSUED A GAR COMMAND WHEN A POSSIBLE CONFLICT EXISTED; OR I SHOULD HAVE MADE A GAR AS A PRECAUTION WHEN THE LNDG CLRNC WAS NOT ISSUED PRIOR TO XING THE THRESHOLD. (THE RADIO EQUIP AT THE CYS ATCT IS OLD AND VERY LOW OUTPUT DUE TO WATTAGE LOSS. PLTS HAVE TO DOUBLE THE VOLUME ON THEIR RECEIVERS TO ADEQUATELY HEAR ATC XMISSIONS. OTHER XMISSIONS -- ZDV AND OTHER ACFT -- COME IN LOUD AND CLR.)
