AN ACR MLG APPEARED TO BE FAST OVER AN APCH FIX.

Narrative

WHILE FLYING THE DUPONT 3 ARR PROFILE TO PHL ON AUG/FRI/93; WE WERE QUERIED BY PHL APCH CTL ABOUT OUR SPD CTL OVER TERRI INTXN. WE HAD BEEN GIVEN INSTRUCTIONS TO CROSS TERRI (DUPONT VOR DQO R195014) AT 10000 FT; 250 KIAS. DURING OUR DECELERATION; THE CTLR ASKED US TO CONFIRM OUR INSTRUCTIONS. THE PLT RESPONSIBLE FOR COMS INCORRECTLY STATED WE HAD NOT BEEN GIVEN A SPECIFIED CLRNC TO CROSS TERRI AT 250 KIAS; BUT HIS INCORRECT ANSWER WAS IMMEDIATELY CORRECTED BY THE PIC WITH A STATEMENT TO THE CTLR THAT WE HAD IN FACT BEEN INSTRUCTED TO BE AT TERRI AT 250 KIAS. THE CTLR REMARKED WE WERE INDICATING A GND SPD IN EXCESS OF 250 KIAS BEYOND A POINT ON HIS RADAR THAT COINCIDED WITH THE TERRI INTXN. WE CONFIRMED WITH THE CTLR THAT OUR INFLT PUBS DEPICTED TERRI INTXN AT THE 14 DME FIX ON THE DUPONT VOR AND THAT WE HAD BEEN DECELERATING THROUGH 260 KIAS TOWARD THE TARGET 250 KIAS AT APPROX 15 DME IN ORDER TO BE AT TERRI (14 DME) AT 250 KIAS. THE CTLR RETORTED WE WERE CURRENTLY IN EXCESS OF 250 KIAS AT A POINT 6 NM BEYOND TERRI. WE IMMEDIATE CHKED OUR DME TO ENSURE IT WAS PROPERLY RECEIVING AND COULD FIND NO EVIDENCE THAT IT WAS MALFUNCTIONING.
