POTENTIAL CONFLICT.

Narrative

ZJX CLRNC WAS TO DSND TO 11000 FT AND BE BELOW 14000 FT BY CEW VOR. WE WERE ARRIVING FROM THE N (ATL FOR PENSACOLA (PNS). IN THE TURN OVER THE VOR TOWARD PENSI INTXN; OUT OF 12000 FT FOR 11000 FT; ZJX CALLED 12 O'CLOCK TFC NBOUND VFR AT 12.5 MI. SAW AN FGT SLIGHTLY HIGH MOVING L TO R FROM 12:30 TO 1 O'CLOCK POS IN OUR R TURN AS WE LEVELED AT 11000 FT. AT THIS POINT WE RECEIVED A TCASII RA COMMAND OF 'DSND.' WE BOTH (CAPT AND I) SIMULTANEOUSLY SAID 'VISUAL; NO CONFLICT' THINKING THE RA WAS FOR THE RPTED AND SIGHTED TFC. AT THIS POINT THE CAPT (LOOKING R ACROSS THE COCKPIT TOWARD THAT TFC AND INTO THE TURN) SPOTTED THE RED SYMBOL ON THE TCASII RADAR SCREEN SHOWING 11500 FT AT THE 10-11 O'CLOCK POS. HE THEN CALLED FOR DSCNT. AS I ESTABLISHED AN IDLE; SPD BRAKE DSCNT; THE SECOND FGT PASSED WITHIN 1/2 MI ACROSS OUR NOSE; L TO R; 500-700 FT HIGH AND APPARENTLY IN TRAIL AND SLIGHTLY BELOW THE LEAD. AT THE CESSATION OF THE RA COMMAND AND AFTER CLRING THE AREA VISUALLY AND VIA TCASII; WE RETURNED TO OUR ASSIGNED ALT OF 11000 FT. TOTAL ALTDEV WAS ONLY 300-400 FT VERTICALLY DUE TO THE SHORT DURATION OF THE AVOIDANCE MANEUVER. ONCE AGAIN I RELEARNED A LESSON I THOUGHT I WOULD NEVER NEGLECT AFTER 2 DECADES IN FIGHTER AVIATION -- 'ALWAYS CHK FOR THE TRAILER.' SUPPLEMENTAL INFORMATION FROM ACN 249718: THE FGT'S WERE UNDER EGLIN AFB CTL AND WERE SQUAWKING VFR CODES. BETTER COORD IS REQUIRED BTWN THE ATC AND AIR FORCE TO PREVENT THIS IN THE FUTURE.
