AN ATX SMT TRIED TO OUTCLB A DSNDING ACR JET CAUSING A TCASII RA IN THE JET.
Narrative
I DEPARTED OAK AT XA51 AND WAS TOLD TO STAY VFR BELOW THE SFO TCA BY TWR. WHEN I WAS SWITCHED TO BAY APCH THEY SAID TO CONTINUE ON AN EASTERLY HDG; AND CLRED TO ENTER THE TCA AT PLT'S DISCRETION. I STAYED BELOW THE TCA UNTIL BAY APCH SAID I WAS CLR. I THEN TURNED TO A HDG OF 140 DEGS. I DO NOT REMEMBER IF BAY SAID THAT I WAS TO RESUME OWN NAV. BAY CALLED OUT 2 JETS AS TFC; ACR Y AT 20 MI OUT WAS THE SECOND ACFT DSNDING TO 9000 FT. I HAD BOTH IN SIGHT. THEY HAD THEIR RECOGNITION LIGHTS. I HAD NAV; BEACON; STROBE; LNDG AND ICE LIGHTS ON. ACR Y WAS CALLED AS TFC DSNDING FROM 9000 FT TO 8000 FT AS I WAS CLBING OUT OF ABOUT 6000 FT TO 9500 FT VFR; AND I CALLED TFC IN SIGHT. I TRIED TO CLB ABOVE THE ACR Y JET'S FLT PATH. BUT; THIS WOULD NOT WORK. AT 7700 FT MSL; I DECIDED TO DSND AND THE ACR Y JET TOLD BAY THAT HE WAS GOING TO CLB A BIT. (WHEN ACR Y WAS TOLD ABOUT ME; THEY SAID THAT THEY HAD ME ON TCASII.) I DSNDED TO 7500 FT AND ACR Y CLBED. I WOULD ESTIMATE THAT WE HAD 500 FT VERT SEPARATION AT A MINIMUM. I DID NOT TELL BAY THAT I DSNDED BECAUSE ACR Y SPOKE UP AS I WAS ABOUT TO CALL BAY. ACR Y LATER TOLD BAY THAT THE CLB WAS DUE TO AN RA ON THEIR TCASII. NEXT TIME: 1) VERIFY I'M ON OWN NAV OUTSIDE OF THE TCA. 2) TELL BAY I DSNDED TO AVOID THE TFC! I WAS NOT SURE IF I HAD A CLRNC TO REENTER THE TCA.
