ON AUG/SUN/93 I CAME TO WORK TO DISPATCH XYZ AIRLINES TRANSCONTINENTAL FLTS. THERE WAS A GOOD DEAL OF WX ACROSS THE LOWER GREAT LAKES AND OHIO VALLEY AREA. SINCE THE NORMAL RTES TO THE NY CITY AREA FROM THE W COAST GO OVER THIS AREA; (BDF; JOT-GIP-CRL) I INTENDED ON ROUTING THE FLTS S OF THIS WX AND SENT THEM ACROSS NORTHERN AR; CENTRAL TN; HVQ; AND INTO THE WASHINGTON; DC AREA. THE PROB OCCURRED WHEN ACR FLTS A AND B ARRIVED AT A RESTR TIME (SPECIFIED INTO ZDC AT XY30-XZ30 LCL TIME?) WHEN ZDC ATC DOES NOT WANT TO ACCEPT NY CITY BOUND TFC. I PLANNED THESE 2 FLTS WITHOUT PRIOR KNOWLEDGE OF THIS TIME RESTRICTION GOING THROUGH THE ZDC. WHEN THE FLTS WERE AIRBORNE; THEY WERE GIVEN AND ACCEPTED A RERTE TO AVOID THIS AREA (AFTER I WAS OFF DUTY). I WAS WORKING FROM XYAM-ABPM CENTRAL TIME. MY RELIEF; ANOTHER DISPATCHER; LEGALLY ACCEPTED THE RESPONSIBILITY FOR THESE FLTS BUT I PLANNED THEM AND WAS RESPONSIBLE FOR THE ORIGINAL FLT PLAN. SHE RERTED THEM. I WAS NOT ADVISED THERE WAS A PROB UNTIL NEXT DAY WHEN MY MGR CAME UP TO ME AND SHOWED ME THAT A RESTR TIME EXISTS! NOW; THAT I KNOW; I WILL AVOID THAT TIME WHEN PLANNING FOR WX AVOIDANCE.
