CPR HELI PLT VIOLATES CITY ORDINANCE WHEN HE LANDS ON ROOF OF BUILDING DOWNTOWN.

Narrative

OUR ACFT; AN SMA TURBO HELI; WAS CHARTERED TO DELIVER 4 EXECUTIVES TO A BUILDING SITE IN STAMFORD; CT. IN ACCORDANCE WITH THE FARS AND COMPANY POLICY; WRITTEN PERMISSION FROM THE PROPERTY OWNERS WAS RECEIVED TO LAND ON SITE. THE SITE SUPVR WAS CONTACTED; A DETAILED DESCRIPTION OF THE LNDG AREA AND SURROUNDINGS WAS OBTAINED AND THE AREA WAS CLRED AND MARKED BY A REFLECTIVE LINE ON ITS BORDERS. ON ARR AT THE SITE 2 RECONNAISSANCE TURNS WERE COMPLETED AND A SAFE APCH; INTO WIND; AND AVOIDING PRESIDENTIAL AREAS WAS MADE TO A LNDG. AFTER APPROX 1 HR ON THE GND (SHUT DOWN); THE LCL POLICE ARRIVED AND RPTED THAT WE HAD VIOLATED A LCL ORDINANCE FORBIDDING HELIS TO LAND IN STAMFORD. FORTUNATELY; ONLY A POLICE INCIDENT RPT WAS FILED AND WE WERE PERMITTED TO DEPART. THE FLT WAS COMPLETED WITHOUT FURTHER INCIDENT. POST INCIDENT INQUIRY DISCOVERED THAT FSS DID NOT HAVE ANY INFO REGARDING THE LCL ORDINANCES AND THAT; ONCE AIRBORNE; IT IS ALMOST IMPOSSIBLE TO DETERMINE THE EXISTENCE OF THESE ORDINANCES. REMEDY: WE HAVE INSTILLED NEW POLICY AT THE COMPANY REQUIRING LCL FIRE CHIEFS TO BE CALLED PRIOR TO ANY SUCH LNDG. NO UNSCHEDULED LNDGS WILL BE MADE TO AREAS; EVEN IF OWNER PERMISSION IS ACQUIRED; WITHOUT CLRNC FROM THE LCL FIRE CHIEF.
