Narrative

CAPT FLYING (TAXIING PLT); MLG ACFT; JUST LEAVING BLOCKS AT KOA ARPT TAXIING TO RWY 35. FO WORKING RADIOS; CALLED 'CLR R' FOR TAXI AND CALLED KOA TWR FOR CLRNC. ALMOST INSTANTLY AFTER MY CALL (XMISSION); A LIGHT ACFT CLUTTERED THE FREQ WITH A CONVOLUTED CALL; RADIO CALL SOUNDED UNINTELLIGENT; I.E.; STUDENT PLT JARGON. KOA TWR CTLR RESPONDED TO VFR TFC ASKING FOR TKOF CLRNC AT APCH END OF 35; INSTEAD OF GIVING US CLRNC TO TAXI. WE WERE COMMITTED AT THAT POINT; REACHING THE DEMARCATION TAXI LINE FROM THE UNCTLED PORTION OF THE RAMP TO THE CTLED PORTION OF THE TXWY. THE CAPT ELECTS TO CONTINUE TAXI; AND NOT ABRUPTLY STOP; POSSIBLY KNOCKING DOWN THE WALKING FLT ATTENDANTS BACK IN THE CABIN. HE LATER ADMITS HE COULD'VE STOPPED; BUT ELECTED TO CONTINUE TAXI. CTLR THEN XMITS ADVISORY; 'ABC AIRLINES 123; PLEASE BE ADVISED TO HOLD SHORT OF TXWY LINE FOR TAXI CLRNC -- AND YOU CUT OUT THE ACR BEHIND YOU.' I PAUSE; THEN RESPOND; 'ROGER; ABC 123.' POSSIBLE VIOLATION OF TXWY ENCROACHMENT WITHOUT PROPER CLRNC. THIS WAS TYPICALLY A CHAIN OF EVENTS LEADING AND/OR CONTRIBUTING TO INCIDENT -- NEW CTLR (POSSIBLY TRAINING SO SLOW TO RESPOND); VFR TFC; UNPROFESSIONAL AND CUTTING INTO FREQ AFTER MY INITIAL TAXI REQUEST. NO HINT OF TAXI TFC BEHIND US BY GND MARSHALLER OR MLG ACFT OR CTLR ON DUTY. CAPT TAXIING ACFT IN HURRY TO MAKE UP TIME DUE TO LATE SCHEDULED DEP TIME. I DISCUSSED INCIDENT WITH CAPT IMMEDIATELY AFTER ON RETURN LEG TO HNL AND DAY AFTER. PROBLEM: ENCROACHMENT (EMBARRASSMENT). SOLUTION: STOP ACFT BEFORE TAXI LINE; WAIT FOR CONFIRMATION OF TAXI CLRNC AND MARSHALLERS COUNSEL. REMIND MARSHALLERS TO SIGNAL TAXI TFC WHEN SALUTE GIVEN.
