SMA X RWY INCURSION WITH ACFT ON FINAL APCH. OPDEV. UNAUTH UNCOORD RWY XING.

Narrative

DURING A BUSY SESSION WORKING GND CTL; CLRNC DELIVERY; FLT DATA COMBINED; AN SMA X CALLED FROM THE GA RAMP REQUESTING TAXI ACROSS ARPT FROM E TO W TO THE COMMUTER GATE. MANY TXWYS WERE CLOSED AT THE TIME DUE TO CONSTRUCTION; FORCING A FUNNELING OF GND TFC TO THE MIDFIELD TXWY. THIS FUNNELING OF TFC INCLUDED ALL JET DEPS FROM GA TO THE LONG PARALLEL RWY ON THE W SIDE IN ADDITION TO ARR TFC EXITING IN BOTH DIRECTIONS ON THE TXWY; FROM BOTH PARALLELS. AHEAD OF SMA X WAS A CPR JET WITH A SIMILAR CALL SIGN. THE JET WAS HOLDING SHORT OF THE FIRST RWY (RWY 14L) WHEN SMA X CALLED. TO AVOID CONFUSION AND ENSURE PLT UNDERSTANDING; I FIRST CROSSED THE JET AT RWY 14L AND INSTRUCTED HIM TO HOLD SHORT OF RWY 14R AND WAITED FOR READBACK EMPHASIZING CALL SIGN NUMBERS/LETTERS. I THEN INSTRUCTED SMA X TO HOLD SHORT OF THE FIRST RWY; RWY 14L. SMA X ACKNOWLEDGED AND READ BACK 'HOLD SHORT OF RWY 14R.' I WAS SO INVOLVED WITH AND CONCENTRATING ON ENUNCIATING CALL SIGNS THAT I MISSED THE ERRONEOUS READBACK. AFTER REVIEWING THE TAPE RECORDING; I REALIZED MY CONCENTRATION WAS ON MANY THINGS AND THE SMA X PLT'S MUTTERED READBACK INDICATED THAT HE WAS ALSO DOING OTHER THINGS IN THE COCKPIT. BY THE TIME MY ATTN RETURNED TO SMA X TO CHK HIS PROGRESS; HE WAS ALREADY 1/2 WAY ACROSS RWY 14L. LUCKILY; THE LNDG TFC WAS STILL 1/2 MI OUT ON FINAL. SMA X CONTINUED ON AND I INSTRUCTED HIM TO HOLD SHORT OF RWY 14R. IN ADDITION TO MISSING AN ERRONEOUS READBACK (I HEARD ONLY WHAT I WANTED/EXPECTED - - 'HOLD SHORT OF 14...'). THE PLT ALSO FAILED TO CONFIRM OR QUESTION THE LACK OF SPECIFIC INSTRUCTIONS 'CROSS RWY 14L; HOLD SHORT RWY 14R.' I WAS DECERTIFIED ON GND CTL AND ASSIGNED REMEDIAL TRAINING. THE SMA PLT GOT A PHONE CALL FROM THE SUPVR ON DUTY.
