MULTIPLE RWY OP PARALLEL RWYS ACR X TCASII TA RA WITH ACR Y NON ADHERENCE TO ATC CLRNC VISUAL APCH TO PARALLEL RWY. PLTDEV.
Narrative
VISUAL CONDITIONS AT NIGHT SFO WITH VISUAL APCHS SIMULTANEOUSLY TO RWYS 28L/R. WE WERE ASSIGNED BY APCH CTL TO FLY HDG 250 DEGS TO INTERCEPT THE LOC RWY 28L. A SECOND ACFT WAS ON A R BASE FOR VECTORS TO THE VISUAL RWY 28R. WE WERE ADVISED OF THE TFC ON R BASE FOR RWY 28R BY APCH CTL. WE RESPONDED THE TFC IN SIGHT AND WERE THEN CLRED THE VISUAL TO RWY 28L AND MAINTAIN VISUAL SEPARATION FROM THE TFC. WE CONTINUED THE VISUAL APCH BY TRACKING THE LOC AND GS INTERCEPT AT APPROX 4000 FT. WE CONTINUED VISUAL CONTACT WITH THE ACFT ON R BASE AND THE TCASII ANNUNCIATED A TA. I MONITORED THE ACFT AND COMMENTED THAT IT DIDN'T LOOK AS THOUGH THE ACFT WAS TO TURN ON FINAL APCH FOR RWY 28R. THE ACFT DID CONTINUE ITS PRESENT HDG (R BASE LEG) AND FLEW THROUGH BOTH APCH COURSES OF RWYS 28R AND 28L. OUR TCASII ANNUNCIATED AN RA TO CLB AND SHOWED THE TARGET MOVING BELOW (-03 FT; 300 FT) AND BEHIND OUR POS. A BREAKDOWN IN COMS BTWN APCH CTL AND THE OTHER ACFT AS TO THEIR CLRNC FOR RWY 28R. SIMULTANEOUS VISUAL APCHS AT NIGHT SFO IS NOT THE SAFEST OP.
