Narrative

DISPATCHED FROM ANC TO SCC WITH WX BELOW LNDG MINIMUMS BUT FORECAST FOR IMPROVEMENT AT ETA. STANDARD WX REQUIREMENTS ARE RVR 1800 FT; WITH RWY 4 TOUCHDOWN ZONE LIGHTS OTS; RVR 2400 FT REQUIRED. AT ARR OVER SCC VOR; RVR 14V18 WAS RPTED. ESTABLISHED HOLD OVER SCC UNTIL FSS RPTED RVR 1800. FLEW APCH (ILS 4) AND LANDED. ON NEXT LEG FROM SCC TO BRW; WE REALIZED OTHER ACR DIVERTED TO BRW WITHOUT ATTEMPTING ILS 4 AT SCC. FURTHER INVESTIGATION REVEALED NOTAM REGARDING RWY 4 TOUCHDOWN ZONE LIGHTS OTS AND REQUIRING HIGHER VISIBILITY TO ATTEMPT APCH JUST FLOWN. CONTRIBUTING FACTORS: FIRST TIME IN 3 MONTHS THAT WX DICTATED INST APCH AT SCC. FAMILIARITY BRED LAZINESS IN APCH BRIEF. IN 3 MONTHS I FLEW TO SCC; AT MOST; 10 FLTS -- ALL TO VISUAL APCHS. KNOWING THE WX WAS LOW; APCH WAS BRIEFED BUT NOTAM MISSED. CORRECTIVE ACTIONS: A POSSIBLE SOLUTION TO THE MISSED NOTAM IS TO INCLUDE A 'ANY NOTAMS TO AFFECT THIS APCH' QUESTION IN THE APCH BRIEFING. ANY KIND OF 'MEMORY JOGGER' COULD HAVE BROUGHT IT TO OUR ATTN.
