ALT XING RESTRICTION NOT MET BY LGT.

Narrative

LOOP 9 DEP. HVY AIRPLANE WITH -X ENGS (WE FLY -X AND -XY ENGINED AIRPLANES). RWY 25R DEP -- HDG 235 DEGS AFTER DEP; CTLR GAVE US L TURN BACK TO LAX VOR (AT ABOUT 8 MI OUT). WE TOOK THE CLRNC (WE WERE CLBING THROUGH ABOUT 5000 FT) THINKING WE COULD MAKE THE RESTRICTION OF 10000 OR ABOVE BY LAX VOR. WE COULDN'T. NOT ONLY DID WE MISS THE LAX VOR RESTRICTION (WE CROSSED IT AT 9500 FT). WE BLED OFF ENOUGH AIRSPD TO ASSURE THAT WE WOULD MISS THE KEGGS RESTRICTION (AT OR ABOVE 13000 FT) AND THE COOPP RESTRICTION (AT OR ABOVE 15000 FT). THE CTLR RELIEVED US FROM THE LAX VOR RESTRICTION WHEN HE GAVE US A HDG TO JOIN THE LOOP 9 DEP E OF THE LAX VOR WHEN WE WERE W OF THE LAX VOR; BUT I COULDN'T GET THROUGH TO HIM EARLY ENOUGH TO REQUEST DELETION OF THE KEGGS RESTRICTION (I FINALLY CONTACTED HIM AT ABOUT 7 DME). HE DID DELETE THE COOPP RESTRICTION. COMPLACENCY WAS OBVIOUS. THE SOLUTION COMES WITH UNDERSTANDING THE PLANE'S CAPABILITIES AND THOROUGHLY LOOKING AT THE DEP RESTRICTIONS BEFORE TKOF. THEN; DON'T ACCEPT A CLRNC YOU CAN'T COMPLY WITH.
