FLC OF AN LGT ACR ACFT DSNDED OFF OF ASSIGNED VECTORING ALT IN RESPONSE TO A TCASII RA.
Narrative
FOLLOWING THE HUDSON RIVER ON A VISUAL APCH TO RWY 22 LGA; WE WERE INFORMED BY APCH OF VFR TFC; UNDER APCH'S CTL; OVERTAKING US FROM BEHIND AT 4500 FT (500 FT ABOVE). WE THEN RECEIVED A TCASII TA; FOLLOWED BY AN RA OF 'MONITOR VERT SPD' FOLLOWED BY 'DSND NOW!' WHICH COMMANDED A 1500 FPM DSCNT ON THE VSI DISPLAY. AS PF; I IMMEDIATELY INITIATED THE COMMANDED DSCNT. WE LEVELED OFF AT 3000 FT AND CTLR WAS INFORMED. WE WERE INSTRUCTED TO STAY AT 3000 FT AND TOLD THAT VFR TFC HAD US IN SIGHT. SHORTLY AFTERWARD; WE RECEIVED ANOTHER TCASII TA FOR VFR TFC OVER THE RIVER AHEAD AND BELOW US WHICH WE SUBSEQUENTLY SPOTTED. UPON DEP; WE RECEIVED A TCASII TA FOR A BLIMP OVER FOREST HILLS. THESE LAST 2 TARGETS WERE NOT POINTED OUT BY ATC. THIS ARPT IS DANGEROUS. IT IS AN ACCIDENT WAITING TO HAPPEN. A MIDAIR OR GND COLLISION IS IMMINENT. THE CONTRIBUTING FACTORS ARE HIGH DENSITY TFC AND CTLR APATHY ACCENTUATED BY NEW YORK ARROGANCE. THIS UNIVERSAL; CONDESCENDING AND ARROGANT MANNER IS DIFFICULT TO DESCRIBE. BUT I BELIEVE THAT IT WAS ALLUDED TO IN THE FUEL EXHAUSTION ACCIDENT OF A FOREIGN CARRIER AT KENNEDY A FEW YRS AGO. IT IS A PHENOMENA THAT WARRANTS FURTHER STUDY.
