FLC OF AN LTT INADVERTENTLY FAILED TO CONTACT TWR FOR LNDG CLRNC.
Narrative
SIT BEGAN APPROX 12 MI OUT OF HPN ON ARR. FO WAS FLYING THE ACFT AND TRACON ASKED US TO RPT THE FIELD IN SIGHT. THE FO WAS NOT WILLING TO DO SO UNTIL APPROX 5 MI OUT. AT THAT TIME WE WERE SEQUENCED FOR LNDG WITH AN ACFT ON DOWNWIND (WE WERE FIRST). DUE TO THE DELAY IN RPTING FIELD IN SIGHT; WE WERE PASSED TO TWR AT APPROX 3 MI. I SWITCHED TO TWR WITH THE UNDERSTANDING THAT I HAD BEEN CLRED TO LAND BY APCH. I RPTED TO TWR ON A 2 MI FINAL AND WAS BLOCKED BY ANOTHER ACFT. WE LANDED AND HEARD TWR RPT TO THE ACFT BEHIND US THAT HE DID NOT KNOW IF WE WERE GOING TO CLR THE RWY AT THE FIRST TXWY AS HE WAS NOT TALKING TO US. WE SUBSEQUENTLY CLRED AT THE FIRST TXWY AND THE ACFT BEHIND US LANDED WITHOUT INCIDENT. UPON CLRING THE RWY TWR INFORMED US THAT WE HAD NOT BEEN CLRED TO LAND AND ASKED WHEN WE HAD BEEN HANDED OFF FROM RADAR. THE FO RPTED AT 10 MI; HE WAS NOT AWARE OF THE LATE HDOF DUE TO TASK SATURATION AND BECAUSE HE WAS FLYING. CONTRIBUTING FACTORS: LATE CHANGEOVER TO TWR/CTAF FREQ CONGESTION. CAPT HAS LESS THAN 20 HRS PIC IN ACFT AND LESS THAN 40 HRS TOTAL IN ACFT. FO ASSIGNED TDY FROM ORLANDO; NOT FAMILIAR WITH FLYING NE RTES. FO WAS LOW TIME ALSO. INABILITY OF THE CAPT TO CONTINUOUSLY MONITOR FO DUE TO REQUIREMENT TO BOARD PAX. ALLOWING LOW TIME CAPTS AND FO'S TO FLY TOGETHER. CORRECTIVE ACTIONS: DO NOT ALLOW INEXPERIENCED (IN ACFT) CREW MEMBERS TO BE SCHEDULED TOGETHER. BETTER TRAINING AND SCREENING IN THE HIRING PROCESS AND NEW HIRE TRAINING. BETTER COM BTWN RADAR AND TWR WHEN HDOF IS EFFECTED LATE IN APCH.
