AT THIS TIME; ACR X WENT NORDO. ALL FORMS OF COMS TRIED TO ESTABLISH COMS. AREA MGR CALLS ACR COMPANY OPS; THEY REFUSE TO TAKE ACTION; BELIEVE CALL IS A CRANK. ACR X TCASII EQUIPPED DOES NOT EXECUTE RA; AND DOES NOT TAKE DSCNT CLRNC AFTER COMS ARE REESTABLISHED. CIVILIAN ACFT DIDN'T FILE TCASII EQUIPPED. CIVILIAN ACFT Y COMS ESTABLISHED AT 4 MI AND CLOSING. CLBED TO FL350; ACFT MISS PLUS 500 FT AND APPROX 1-3 MI XING. ACR X IS FOUND ON PREVIOUS ZME FREQ. CIVILIAN ACFT FOUND ON PREVIOUS ZHU FREQ. SUPPLEMENTAL INFORMATION FROM ACN 251825: ACR X WAS FLYING EBOUND; DIRECT TO THE LAGRANGE VOR AT 33000 FT. ACR X LOST CONTACT WITH THE CTR. WHILE TRYING TO REESTABLISH CONTACT WE RECEIVED A TA FROM TCASII. ACFT Y AT OUR ALT AT ABOUT 2 O'CLOCK; 10 MI; NWBOUND AND CONVERGING MOMENTS LATER RECEIVED AN RA ON THE SAME TFC AND A MONITOR VERT SPD. SO WE FOLLOWED THE TCASII COMMAND AND STARTED TO DSND. THE OTHER TFC HAD STARTED TO CLB. WE DSNDED TO ABOUT 32600 FT AND RECEIVED A CLR OF CONFLICT COMMAND FROM TCASII THEN RETURNED TO 33000 FT. SHORTLY THEREAFTER; REESTABLISHED COM WITH THE CTR.
