SMA NON COMPLIANCE WITH ATC INSTRUCTIONS DUE TO WIND. DECLARED EMER; LANDED ON TXWY.

Narrative

LOW ALT AND SURFACE WINDS GUSTY AND STRONG. RPTED AT LUK AS 15 KTS; GUSTS TO ABOUT 30 KTS; DIRECTION VARIABLE 250- 310 DEGS; 10 KT AIRSPD LOSS BELOW 300 FT AGL ON FINAL APCH RWY 24 RPTED WITHIN 1/2 HR BY MDT PROP AND LTT JET ACFT. I WAS CLRED TO LAND MY SMA ON RWY 24 AND WAS OVER THRESHOLD; PLANNING TO LAND LONG (DEEP) ON RWY AND TAXI STRAIGHT AHEAD TO HANGAR TO MINIMIZE EXPOSURE TO GUSTY SURFACE WINDS. TWR (LCL) CTLR THEN TOLD ME TO LAND AND MAKE IMMEDIATE L OR R TURN BECAUSE THERE WAS AN SMT ON FINAL. I HEARD THE SMT CALL ON A 5 MI FINAL AFTER I HAD RECEIVED LNDG CLRNC AND WAS OVER THE RWY THRESHOLD. I ADVISED TWR I DIDN'T WANT TO TURN OFF RWY BECAUSE OF GUSTY WINDS. I WAS EXPERIENCING DIFFICULTY IN ESTABLISHING SUFFICIENT XWIND CORRECTION; WIND FROM R. A R TURN AFTER LNDG WOULD HAVE BEEN SAFE; BUT SUBSEQUENT TAXIING (CROSS- AND DOWNWIND IN STRONG GUSTS) WOULD NOT BE SAFE. TWR TOLD ME TO 'GAR' SO SMT COULD LAND. I COMPLIED AND NOTICED MIDFIELD WINDSOCK WAS STANDING STIFFLY OUT IN LINE WITH TXWY C. THIS HARD SURFACE TXWY WAS A RWY (15/33) ORIGINALLY AND IS SMOOTH AND WELL MAINTAINED. THERE WAS NO CONFLICTING TAXIING TFC AND I REQUESTED A LNDG AT MY OWN RISK AND DISCRETION N ON TXWY C. THE TWR TWICE ADVISED 'UNABLE' AND ASKED IN A CONFRONTATIONAL; THREATENING MANNER; 'ARE YOU DECLARING AN EMER?' AND 'DO YOU WANT THE EQUIP?' I REPLIED I WOULD DECLARE AN EMER IF THAT'S WHAT WAS NECESSARY TO LAND MY SMA INTO THE WIND AND NO; I DIDN'T NEED ANY EQUIP. TWR TOLD ME TO CALL AS SOON AS I COULD AFTER LNDG.
