MULTIPLE RWY OP PARALLEL RWY APCHS ACR X HAD LTSS FROM ACR Y. SYS ERROR. ACR X TCASII RA.

Narrative

DID NOT ESTABLISH VERT/LONGITUDINAL SEPARATION PRIOR TO BOTH ESTABLISHED ON FINAL APCH COURSE ON N/S PARALLEL RWY CONFIGN; SIMULTANEOUS APCHS IN PROGRESS RWY 18L/R. ERROR IN CTLR JUDGEMENT. TRYING TO 'HIT' INTERVAL WITH ACR X ON RWY 18L WHICH INTERVAL DID NOT MATERIALIZE AND DECREASED TO POINT WHICH RESULTED IN LTSS. ACR X TURNED AWAY FROM FINAL APCH COURSE AND RESEQUENCED FOR APCH TO RWY 18L WITHOUT FURTHER INCIDENT. SUPPLEMENTAL INFORMATION FROM ACN 252137: DURING THE ARR PHASE OF ACR X; WE WERE BEING VECTORED BY CLT APCH CTL FOR ILS 18L APCH AT CLT. THERE WERE MULTIPLE APCHS IN PROGRESS TO RWYS 18L/R AT THE TIME. WE WERE GIVEN A 360 DEG HDG FOR THE DOWNWIND LEG FOR ILS 18L CLT. A DSCNT WAS ISSUED TO 3600 FT MSL. AT APPROX 15 MI NE; A L TURN WAS ISSUED BY THE CTLR TO A HDG OF 280 DEGS. DURING THE TURN THE CTLR GAVE US A L TURN TO 360 DEGS. WHEN QUESTIONED ON THE DIRECTION OF THE TURN; THE CTLR SAID L TO 260 DEGS AND CLRED TO DSND TO 3100 FT (STILL E OF THE 18L LOC.) UPON REACHING 3100 FT AND HDG 260 DEGS; WE RECEIVED A TCASII WARNING RA WITH A DON'T CLB; DSND. WE SAW A TARGET ON THE TCASII SCREEN (5 MI RANGE) JUST OFF OUR R SIDE AND CONFIRMED THE TFC VISUALLY (IN BROKEN CLOUDS). AT THE SAME TIME THE CTLR SAID; 'TURN L TO 360 DEGS; TIGHT TURN AND CLB TO 3600 FT' (STILL E OF LOC 18L; NEVER INTERCEPTED). THE WIND AT 3500 FT WAS 270 DEGS AT 18 KTS. WE RECEIVED CLR OF CONFLICT AS WE WERE TURNING THROUGH 180 DEGS BACK AROUND TO 360 DEGS. WE WERE VECTORED N APPROX 18 MI AND TURNED BACK FOR A NORMAL APCH AND LNDG.
