MULTIPLE RWY OP INTERSECTING RWYS. ACR Y HAD LTSS FROM SMT X. SYS ERROR.

Narrative

I WAS WORKING GND CTL DURING THE OCCURRENCE. THE LCL CTLR WAS WORKING A FEW ACFT. ONE; SMT X; WAS HAVING DIFFICULTY ENTERING THE PATTERN AS INSTRUCTED AND APPEARED TO REQUIRE MORE OF THE LCL CTLR'S ATTN. THE LCL CTLR ALSO HAD AT LEAST 1 ACFT DOING TOUCH-AND-GOES. I HEARD THE LCL CTLR SAY; 'BOY THAT'S CLOSER THAN I LIKE TO RUN THINGS.' I LOOKED UP AND SAW SMT X ROLLING OUT ABOUT 600 OR 700 FT FROM THE RWY 24 INTXN ON RWY 33. AT ABOUT THE SAME TIME; I OBSERVED ACR Y ROLL THROUGH THE INTXN OF RWY 6/24 AND RWY 33/15; IN FRONT OF THE SMT X. THE WIND WAS 160 DEGS AT 5 KTS; SO SMT X; ORDINARILY ABLE TO HOLD SHORT OF THE INTXN; COULD NOT BE INSTRUCTED TO DO SO. THE LCL CTLR RECEIVED A 'QUICKIE' CHKOUT; LESS THAN A YR AGO AFTER SEVERAL MONTHS OF POOR AND UNSATISFACTORY TRAINING RPTS AND EVALUATIONS. RECENTLY; WHEN PROBS OF A PERFORMANCE NATURE HAVE BEEN BROUGHT TO THE SUPVR'S AND AIR TFC MGR'S ATTN; INSTEAD OF ASSISTING WITH TRAINING; REMEDIAL WORK; ETC; IT HAS BEEN TURNED INTO A PERSONAL CONFRONTATION. I HAVE DECIDED TO GIVE UP ON MGMNT AND START RPTING VIA NASA.
