AN ACR MLG CREW CROSSED THE RWY 23L HOLD SHORT LINE WHILE TAXIING TO RWY 23R. THE HOLD SHORT LINES ARE ON RWY 28.
Narrative
ACR MLG WAS CLRED TO TAXI TO RWY 23L. APCHING RWY 28 I ASKED THE TWR IF WE WERE CLRED ONTO RWY 28. THE REPLY WAS AFFIRMATIVE. I THEN PROCEEDED WITH THE TKOF CHKLIST WHILE CHKING FOR TFC ON/APCHING RWY 28. AFTER COMPLETING THE NEXT CHKLIST ITEM; I LOOKED OUTSIDE AND SAW THE HOLD SHORT LINE GO UNDER THE NOSE. I THEN ADVISED THE CAPT. HE STOPPED THE ACFT WITH THE MAIN LNDG GEAR APPROX ON THE HOLD SHORT LINE. AT THAT TIME ANOTHER ACFT WAS ISSUED A GAR. SOME CONTRIBUTING FACTORS WERE THE CREW'S UNFAMILIARITY WITH CLE IN CONJUNCTION WITH THE ARPT MARKINGS. A HOLD SHORT LINE ON ANOTHER RWY IS DIFFICULT TO MARK. RECOMMEND A MORE PRONOUNCED MARKING OF THE HOLD SHORT LINE ON RWY 28. SUPPLEMENTAL INFORMATION FROM ACN 252135: BEING NEW ON THE ACFT AND STILL UNFAMILIAR WITH CLE HAD SOME BEARING. RECOMMEND CLE HAVE ACFT HOLD SHORT OF RWY 28 WHILE ACFT LNDG RWY 23L. VERY CONFUSING ARRANGEMENT. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: THE RPTING FO STATES THAT HE HAS NOT YET HEARD FROM THE FAA ON THIS INCIDENT. HE STATES THAT THE HOLD SHORT LINES FOR RWY 23L ARE ON RWY 28 AND THEREFORE ARE UNEXPECTED. THIS WAS THE THIRD LEG FOR A NEW CAPT. BOTH OF THE CREW MEMBERS ARE RELATIVELY NEW TO THIS ACFT AND NEW TO CLE ARPT. THE MORNING HAD LOW VISIBILITY COMPOUNDING THE RPTR'S PROB AND MAKING A SIDESTEP TO THE RWY 23R DIFFICULT FOR THE INBOUND ACFT.
