ACR VECTORED INTO LTSS SIT WITH ACFT ON PARALLEL ILS APCH.

Narrative

DURING THE ARR PHASE OF FLT WE WERE BEING VECTORED BY CLT APCH CTL FOR AN ILS RWY 18L APCH AT CLT. THERE WERE MULTIPLE APCHS IN PROGRESS TO RWY 18L/R AT THE TIME OF OUR ARR. WE WERE GIVEN A 360 DEG HDG FOR DOWNWIND ILS RWY 18L AT CLT. A DSCNT WAS ISSUED TO 3600 FT MSL. AT APPROX 15 MI NE; A L TURN WAS ISSUED BY THE CTLR TO A HDG OF 280 DEGS. DURING THE TURN THE CTLR GAVE US A L TURN TO 360 DEGS. WHEN QUESTIONED; THE CTLR SAID THE L TURN WAS TO HDG 260 DEGS AND CLRED TO DSND TO 3100 FT. WE TURNED AT 30 DEG BANK AND BEGAN A DSCNT TO 3100 FT STILL E OF THE RWY 18L LOC. UPON REACHING 3100 FT RA WITH A DON'T CLB DSND; WE SAW TARGET OFF OUR R SIDE AND CONFIRMED THE TFC VISUALLY (BROKEN CLOUD). AT THE SAME TIME; THE CTLR SAID TURN L TO A 360 DEG HDG; TIGHT TURN AND CLB TO 3600 FT (ACFT POS STILL E OF LOC NEVER INTERCEPTED). THE WIND AT 3600 FT WAS 270 DEGS AT 18 KTS. WE RECEIVED A CLR OF CONFLICT AS WE WERE TURNING THROUGH 180 DEGS TOWARDS 360 DEGS. NEXT APCH WAS NORMAL. I FEEL THERE NEEDS TO BE BETTER COORD BTWN CTLRS REGARDING STAGGERING ALTS AND THE EFFECT OF WIND.
