SMA ON TRAINING FLT SUFFERS FUEL EXHAUSTION. CFI MAKES OPPOSITE DIRECTION TFC LNDG PROC.
Narrative
IN SUM: RPTR; A CFI; WAS WITH A STUDENT PLT WHEN THEIR SMA X EXPERIENCED A PWR LOSS. THEY SWITCHED TANKS BUT TO NO AVAIL. AFTER ANNOUNCING ON CTAF THAT THEY WERE GOING TO LAND OPPOSITE DIRECTION TFC ON RWY 29 WITH DEP/ARR TFC VACATING APCHS AND RWY 11. SUCCESSFUL LNDG MADE. A MISSOURI STATE HWY PATROL OFFICER; SOUNDING QUITE OFFICIOUS AS A SAFETY COUNSELOR ACCUSED THE CFI AND STUDENT PLT OF NOT LNDG ON THE CORRECT RWY; CUTTING OUT AN ACFT TAKING OFF AND ONE LNDG. HE WAS REFUTED BY THE CFI'S IN THOSE ACFT. HE THEN STATED THAT THE SPI DIDN'T HAVE A MEDICAL CERTIFICATE ON HIS PERSON; A VIOLATION. THE CFI STATES THAT IT ISN'T NECESSARY WHENEVER THE STUDENT PLT HAS NOT AS YET SOLOED. THE ONLY THING THAT THE RPTR AGREED TO IN THE OFFICER'S ACCUSATIONS WAS THE IMPROPER FUEL MGMNT PROCS. EVEN THOUGH THE L TANK THAT WAS SWITCHED TO HAD 1 HR'S FUEL LEFT; FOR SOME REASON THE ENG DID NOT RESTART AFTER THE TANK CHANGE. RPTR ADMITS TO RUNNING THE R TANK DRY IN THE PATTERN. BASIC THRUST OF THE RPT WAS THE OFFICER'S ABUSIVE APPROACH TO THE WHOLE MATTER.
