HELI X CLRED INTO TEB ATA ON HELI 'SIERRA' RTE; WHICH BRINGS THE ACFT OVER THE APCH END OF RWY 6. FIXED WING SMA Y ON R DOWNWIND WAS NOT POINTED OUT TO US BY RADAR CTLR WHO WAS SIMULTANEOUSLY WORKING LCL CTL POS. WE WERE POINTED OUT TO SMA Y; BUT IN SUBSEQUENT CONVERSATION WITH THE OTHER PLT; HE WAS NOT ABLE TO SEE US AS A RESULT OF SUN GLARE. WE HAD APPARENTLY SEEN EACH OTHER AT THE SAME TIME AND TOOK EVASIVE ACTION. HAD WE NOT; WE WOULD HAVE DEFINITELY COLLIDED. AS A RESULT OF THE EVASIVE MOVES; WE MISSED BY NO GREATER THAN 40 FT. I HAD MENTIONED THE NEAR MISS TO THE CTLR ON THE FREQ AND HE ASKED IF I WOULD CALL ONCE ON THE GND. IN OUR CONVERSATION HE APOLOGIZED FOR NOT INSURING A TFC POINTOUT AND ALSO TOLD ME THAT HE AND ONE OTHER CTLR WERE THE ONLY ONES ON SHIFT; THAT ONE WAS WORKING CLRNC DELIVERY AND THAT HE WAS WORKING GND; TWR AND RADAR. THIS IS AN ABSURD SIT AT A BUSY ARPT SUCH AS TEB WITH TYPICAL MONDAY MORNING TFC. THEY SHOULD HAVE HAD THE ABILITY TO CALL IN ANOTHER FPL EVEN ON OVERTIME TO PROVIDE THE NECESSARY ATC SVCS IN A SAFE AND EFFICIENT MANNER.
