TAXIING MLG AND AN LTT JUST CLRING THE RWY HAVE A CLOSE GND CONFLICT.

Narrative

WE WERE CLRED TO RWY 22 VIA THE OUTER TXWY AND TXWY R; AND TO CROSS RWY 13. WE TAXIED TO THE OUTER SW OF TXWY E; AND BEGAN TO TAXI NE ON THE OUTER. AS WE APCHED TXWY E; COMMUTER LTT; THAT HAD LANDED ON RWY 22; TURNED L OFF THE RWY ONTO TXWY E. WE WERE STILL ON THE GND FREQ; AND THE LTT WAS ON THE TWR FREQ. IN THE ABSENCE OF ANY INSTRUCTIONS TO HOLD SHORT OF TXWY E; WE CONTINUED NE ON THE OUTER AS PREVIOUSLY INSTRUCTED; HOWEVER THE LTT; IN ORDER TO BETTER CLR RWY 22; CONTINUED TOWARDS THE OUTER ON TXWY E; AS WE PASSED HIM. WE MOVED A LITTLE TO THE R AND AVOIDED THE LTT; AND THE LTT BEGAN TO STOP AS WE APCHED; SO A CRITICAL EVENT WAS PREVENTED. HOWEVER; IT WOULD HAVE BEEN HELPFUL IF THE LTT HAD CONTACTED GND FOR TAXI INSTRUCTIONS PRIOR TO MOVING FROM TXWY E TO THE OUTER; AS HE SHOULD HAVE. THAT WAY; BOTH ACFT WOULD HAVE BEEN ON THE SAME FREQ; AND WOULD HAVE BEEN ABLE TO MONITOR THE INSTRUCTIONS TO THE OTHER ACFT. AN ALTERNATIVE WOULD HAVE BEEN FOR GND TO INSTRUCT US TO HOLD SHORT OF TXWY E AND GIVE WAY TO THE LTT; UNTIL THE LTT WAS ON THE GND FREQ.
