UNAUTH LNDG PROC AND NMAC WITH DEP TFC CREATES NEED FOR GAR BY SMA.
Narrative
THE ACFT IN WHICH I WAS INSTRUCTING WAS ON A DUAL XCOUNTRY FLT WITH A STUDENT PLT WHO SPEAKS POOR ENGLISH. INBOUND TO OUR DEST WE RPTED 6 MI W. THE CTLR RESPONDED TO RPT A 2 MI FINAL. WHILE INSTRUCTING WE FAILED TO RPT THE 2 MI FINAL. AS THE ACFT WAS TRANSITIONING TO LAND; THE CTLR CALLED OUT OUR ACFT N-NUMBER; AND RPTED AN ULTRALIGHT DEPARTING ON AN INTERSECTING RWY (VIA LIGHT GUN SIGNALS). UNSURE OF THE CLRNC TO LAND; I TOOK CTL OF THE ACFT AND EXECUTED A GAR PROC; AVOIDING THE ULTRALIGHT BEHIND AND ABOVE ITS FLT PATH. I FEEL THAT THE AWKWARD STUDENT/INSTRUCTOR ENVIRONMENT RESULTED IN THE FAILURE TO RPT THE 2 MI FINAL. AS A RESULT THERE WAS AN UNCERTAINTY ABOUT THE LNDG CLRNC. IN ADDITION; THE CTLR'S FAILURE TO VERIFY OUR POS PRIOR TO DEPARTING ANOTHER ACFT COMPLICATED THE SIT. I ALSO FEEL THAT SITUATIONAL AWARENESS WAS COMPROMISED BECAUSE THE ULTRALIGHT WAS CLRED FOR TKOF VIA LIGHT GUN SIGNALS. IF IT HAD NOT BEEN FOR THIS COMBINATION OF UNLIKELY CIRCUMSTANCES; I DON'T FEEL THAT THERE WOULD HAVE BEEN A SIT AT ALL.
