DURING PREFLT; 2 SCREWS MISSING FROM PROP SPINNER WERE OVERLOOKED. FAA INSPECTOR FOUND THEM AND GNDED ACFT.
Narrative
I PERFORMED A PREFLT. PREFLT WAS COMPLETED AND I DEPARTED THE ARPT AT ABOUT XA00 AM. I FAILED TO NOTICE 2 SCREWS WERE MISSING FROM THE PROP SPINNER ON THE L ENG DUE TO POOR LIGHTING. I RETURNED TO THE ARPT AT XB40 AND WAS INFORMED THAT WE WOULD HAVE THE XC00 FLT BUT THAT IT WOULD BE DELAYED UNTIL SOME PAX COULD BE RETICKETED. I WENT BACK TO THE AIRPLANE; STOWED MY GEAR; REMOVED DEW FROM THE WINDSCREEN; REVIEWED THE ACFT LOGS; STARTED A WT AND BAL FORM AND THEN GAVE THE ACFT A QUICK EXTERNAL LOOK. AT ABOUT XC15 WE BEGAN LOADING THE ACFT WITH BAGS AND WALKED THE PAX OUT FOR BOARDING. AT THAT TIME AN FAA INSPECTOR APCHED ME AND IDENTED HIMSELF. HE POINTED OUT THE 2 SCREWS MISSING. HE INFORMED ME OF HIS INTENT TO GND THE ACFT. THE PAX WERE ESCORTED TO THE TERMINAL. ANOTHER ACFT WAS USED TO COMPLETE THE FLT. ACFT WAS FLOWN BACK TO MIAMI (HOME BASE) ON A FERRY PERMIT ISSUED BY THE FAA. AN FAA CERTIFIED MECH INSPECTED THE ACFT PRIOR TO THE FERRY FLT AND SIGNED THE FAA FORM INDICATING THE ACFT WAS AIRWORTHY. THE ACFT WAS REPAIRED IN MIAMI AFTER AN UNEVENTFUL FLT.
