ACI IN JUMPSEAT COMPLAINS THAT FLC DID NOT RPT ENTERING HOLDING IN A RADAR ENVIRONMENT.
Narrative
I WAS PIC OF FLT OPERATING IN SCHEDULED PAX SVC BTWN HNL AND KEAHOLE-KONA INTL ARPT (PHKO). I HAD NEVER FLOWN WITH THIS FO ON THE MLG; BUT I HAD FLOWN WITH HIM ON THE HVT (HE IS AN FE); AND HE ALWAYS DID A GOOD JOB. ON OUR JUMPSEAT WAS AN FAA INSPECTOR FROM THE BOSTON AREA. HE WAS PART OF A NACIP TEAM. WHILE STILL UNDER HNL CTR CTL; WE WERE CLRED TO INTERCEPT THE IAI 339 DEG RADIAL AND PROCEED TO THE 15 DME FIX TO HOLD NW; R TURNS AND MAINTAIN 3000 FT. WE WERE GIVEN AN EXPECT APCH CLRNC TIME. AFTER 1 TURN IN HOLDING WE WERE CLRED FOR THE VOR APCH RWY 17 CIRCLE RWY 35. THE APCH AND LNDG WERE NORMAL. AFTER SHUTDOWN; THE INSPECTOR STATED THAT HE DIDN'T HEAR ANYONE RPT ENTERING HOLDING. THE FO; WHO WAS OPERATING THE RADIOS SAID HE THOUGHT HE DID RPT. I DON'T KNOW IF HE DID OR NOT. I EXPLAINED TO THE INSPECTOR THAT WHILE PHKO DID NOT HAVE TERMINAL RADAR; WE WERE STILL UNDER CTR CTL WHILE HOLDING. CTR NEVER CALLED RADAR CONTACT LOST OR RADAR SVC TERMINATED. THE AIRMAN'S INFO MANUAL SAYS A RPT OF ENTERING HOLDING IS NOT REQUIRED IN A RADAR ENVIRONMENT; WHICH WE WERE AT THE TIME. THE INSPECTOR SAID HE WOULD HAVE TO CHK INTO IT.
