Narrative
THE FO CALLED FOR CLRNC WHILE I; THE CAPT; WAS BOARDING THE PAX. ON TAXI OUT WE DISCUSSED THE CLRNC RECEIVED AND HE INFORMED ME THAT WE WERE GIVEN RWY HDG TO 5000 FT. I TOOK OFF AND CLBED TO 1600 FT ON 160 DEG HDG AT WHICH POINT DEP ASKED WHAT HDG WE WERE ON. WE RPTED 160 DEGS AND THEY ASKED IF WE WERE GIVEN THE WESTCHESTER 9 AND THE FO SAID YES. THEY ASKED US TO TURN TO 320 DEG HDG WHICH ON REVIEW OF THE SID WE SHOULD HAVE DONE AT 800 FT. CONTRIBUTING FACTORS: LATE CHANGE OVER TO TWR/CTAF FREQ CONGESTION. CAPT HAS LESS THAN 20 HRS PIC IN ACFT AND LESS THAN 40 HRS TOTAL IN ACFT. FO ASSIGNED TDY FROM ORLANDO; NOT FAMILIAR WITH FLYING NE RTES. FO WAS LOW TIME ALSO. INABILITY OF THE CAPT TO CONTINUOUSLY MONITOR FO DUE TO REQUIREMENT TO BOARD PAX. ALLOWING LOW TIME CAPTS AND FO'S TO FLY TOGETHER. CORRECTIVE ACTIONS: DO NOT ALLOW INEXPERIENCED (IN ACFT) CREW MEMBERS TO BE SCHEDULED TOGETHER. BETTER TRAINING AND SCREENING IN THE HIRING PROCESS AND NEW HIRE TRAINING. BETTER COM BTWN RADAR AND TWR WHEN HDOF IS EFFECTED LATE IN APCH.
