FREQ FEED THROUGH ON HIGH ALT SECTOR IMPACTS TFC.

Narrative

I AM AN FPL CTLR AT CLEVELAND CTR (ZOB). FOR THE PAST SEVERAL WKS; WE HAVE HAD PROBS WITH FREQ 120.025. THERE IS 'BLEEDOVER' FROM OTHER FREQS; 'NOISE'; GARBLED BACKGND TALK; AND 'OTHER VOICES'. AT MANY TIMES IT IS UNREADABLE. QUITE A FEW PLTS HAVE COMPLAINED AS HAVE DOZENS OF CTLRS. NOTHING WAS DONE TO FIX THE PROB. ON NOV/XX/94 1 JET WBOUND ON J60 AT FL310 GOING TO DENVER AND ANOTHER JET NWBOUND ON J211 AT FL310 LNDG CLE. IT IS STANDARD PROC TO DSND THE CLE INBOUND JET TO FL240 AFTER HE ENTERS THE SECTOR. I TRIED TO DSND THE CLE JET BUT GOT NO RESPONSE. I CALLED SEVERAL OTHER PLANES WITH NO ANSWERS. THE ADJACENT SECTOR ACTIVATED THEIR SWITCH FOR 120.025 AND ALSO GOT NO RESPONSE. THE FREQ QUIT! THEN IT BEGAN COMING AND GOING. WE WERE ABLE TO BROADCAST THROUGH A 3RD JET TO CLB THE DEN JET TO FL330 AND DSND THE CLE JET TO FL240. NTAP WAS INCONCLUSIVE AS TO LOSS OF SEPARATION. REGARDLESS; THE FREQ SHOULD HAVE BEEN REMOVED FROM SVC LONG AGO DUE TO THE CONTINUOUS PROBS ASSOCIATED WITH IT. IT TOOK AN NMAC TO FINALLY GET MGMNT'S ATTN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAYS THAT THIS IS STILL A PROB. IT HAS THE MOST IMPACT ON PLTS; BUT OCCASIONALLY THE CTLR CAN ALSO HEAR IT. RPTR THINKS A UCR WAS FILED. FACILITY HAD IT CHKED A WHILE BACK AND BELIEVE THAT PVD APCH CTL IS FEEDING THROUGH. DOESN'T KNOW WHY FACILITY WILL NOT SWAP THIS FREQ FOR ANOTHER TO ELIMINATE THE PROB. THIS IS A HIGH ALT SECTOR.
