LTT ENCOUNTERS WX NOT FORECAST; MAKES MISSED APCH; DIVERTS DUE MINIMUM FUEL.

Narrative

FLT DEPARTED SHD FOR BWI WITH 1150 LBS OF FUEL. WX FORECAST INDICATED VFR (1 HR BEFORE TO 1 HR AFTER ETA). UPON ARR AT BWI; WX WAS 300-1 FOG. RECEIVED VECTORS FOR ILS 15L; BUT WAS CANCELED DUE TO RWY CLOSURE (WX). ATC BEGAN VECTORING AND ADVISED TO EXPECT ILS 10. AFTER SOME TIME; ATC ADVISED THERE MAY BE A DELAY; WE ADVISED ATC THAT WE WERE 15 MINS TO 'MINIMUM FUEL.' ATC ADVISED TO EXPECT VECTORS FOR ILS 10 AND BEGAN VECTORING US E FOR THE DOWNWIND. THE DOWNWIND BECAME 20 MI WITH A 12 MI FINAL. WE WERE NOT GIVEN PRIORITY HANDLING AND BEGAN APCH. AT DECISION HT; WE WENT MISSED APCH; ASKED FOR IMMEDIATE VECTORS TO DCA AND DECLARED AN EMER. WE LANDED AT DCA WITH 200 LBS OF FUEL ON BOARD. I BELIEVE THIS SIT COULD HAVE BEEN AVOIDED IF ATC WOULD HAVE GIVEN US PRIORITY HANDLING AND SEQUENCED US IN SOONER FOR THE APCH; BECAUSE ACFT WERE LNDG EARLIER AND WX CONDITIONS DETERIORATED AS TIME WENT ON. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THERE WAS NO FAA INVOLVEMENT AFTER THE FACT. ONLY PROB WAS A CHEWING OUT HE RECEIVED FROM HIS BOSS. RPTR FEELS BOSS WAS COVERING HIS BACKSIDE AS HE HAD SENT A MEMO JUST 3 DAYS BEFORE REGARDING NO CARRYING EXTRA FUEL BECAUSE IT WAS HOLIDAY SEASON AND HVY LOADS; SO NO TANKERING FUEL. RPTR MADE WRITTEN RPT TO CHK PLT AND WAS PLEASED TO DO SO SINCE HE WAS STILL HERE TO DO IT AND WAS NOT ANOTHER STATISTIC.
