2 SMA'S WITH RADIO PROBS HAVE NMAC IN THE ATA AS CTLR ATTEMPTS TO MAKE RADIO CONTACT.
Narrative
SMA X DEPARTED DEER VALLEY ARPT NW. I SAW AN UNKNOWN SMA Y ENTER THE CLASS D AIRSPACE AT 3500 MSL N OF DEER VALLEY AND TURN W 3 MI N OF DVT. I ISSUED TFC TO SMA X 4 OR 5 TIMES WITHOUT A REPLY BACK. APPARENTLY SMA X LOST RADIO COM AND THE WBOUND TARGET Y WAS NOT ON MY FREQ. AFTER MY LAST XMISSION OF A TA TO SMA X WITHOUT NO REPLY; I WATCHED AS BOTH SMA'S MADE MANEUVERS TO AVOID EACH OTHER. SMA X THEN CALLED TWR AND HAD A BAD SCRATCHY RADIO. I ISSUED TFC AGAIN. HE SAID HE HAD THE SMA Y IN SIGHT AND ADVISED HIS RADIO HAD GONE OUT. I TRACKED THE INTRUDER SMA Y TO GLENDALE ARPT ON OUR D-BRITE AND WAS ADVISED THAT SMA Y WAS THE INTRUDER. I RELAYED ALL THE ABOVE INFO TO MY SUPVR. BOTH PLTS CALLED DEER VALLEY LATER. MY SUPVR REFUSED TO TALK TO EITHER PLT MAKING MYSELF TALK TO THE PLTS. I AGAIN RELAYED THE NEW INFO I RECEIVED FROM BOTH PLTS TO MY SUPVR. HE HAS TAKEN NO ACTION AT ALL ON THIS SIT. BOTH PLTS HAD BAD RADIOS AND NEED TO BRUSH UP ON LOST COMS WHILE INFLT. SMA X SAID HE WAS HAVING HIS PLANE'S RADIO FIXED. ALSO; THE ABOVE PLTS NEED TO PAY MORE ATTN TO SCANNING FOR OTHER PLANES THAN TRYING TO MAKE INFLT REPAIRS TO THEIR RADIOS. IF THIS WAS DONE; THE ABOVE WOULD NEVER HAVE OCCURRED.
