LANDED ON TXWY WITH LOW OIL PRESSURE ACCOUNT RWY CLOSED FOR CONSTRUCTION.
Narrative
I OVERFLEW PARKER AND SAW THAT THE RWY WAS CLOSED; MADE A LOW PASS; AND WAS PROCEEDING TO LAKE HAVASU TO LAND. AS I DEPARTED NBOUND I SCANNED THE INSTS. I SAW THAT THE L ENG HAD SUDDENLY LOST OIL PRESSURE. I TURNED AROUND TO MAKE PRECAUTIONARY LNDG. THE TXWY AT PARKER WAS CLR OF PERSONS AND EQUIP S OF THE N END OF THE PARKING AREA (OVER HALF OF THE TXWY ESTIMATED 2200 FT). I LANDED WITHOUT INCIDENT WELL S OF ANY PERSONS OR CONSTRUCTION. WHEN I LANDED THE ELECTRICAL CONTRACTOR WAS CONCERNED THAT I HAD VIOLATED A LAW OR REG. I'M WRITING TO INFORM YOU OF THE EVENTS THAT OCCURRED. WE PULLED THE PLANE TO THE PARKING AREA AND CHKED THE OIL; IT WAS OK. THEN I REMOVED THE COWLING AND CHKED THE OIL FILTER AND FITTINGS AND FOUND THAT MY PROB WAS A BROKEN WIRE CONNECTOR ABOVE THE OIL FILTER. I CALLED THE PRESCOTT FSS AND EXPLAINED THE SIT TO THE SHIFT SUPVR. HE AGREED THAT THERE WAS NOT A PROB OR VIOLATION UNDER THE CIRCUMSTANCES. I THEN TALKED TO THE SHERIFF AND THE CRIT POLICE. THEY SAW NO VIOLATION OR PROB EITHER AND IF I COULD REPAIR THE PROB AND DEPART SAFELY IT WOULD BE NO PROB. I WENT TO TOWN AND BOUGHT A NEW CONNECTOR ($0.69) AND BORROWED A TOOL TO INSTALL IT. I THEN CALLED PRESCOTT FSS AGAIN AND TALKED TO CLERK WHO CONFIRMED WHAT SUPVR HAD SAID EARLIER; THAT I WAS WELCOME TO TKOF AND THAT THERE WAS NO PROB OR VIOLATION. HE SUGGESTED THAT WHEN I WAS READY TO DEPART THAT I ASK THE CONTRACTOR WORKING ON THE ARPT TO MOVE HIS MEN AND EQUIP TO A SAFE DISTANCE. I HAD MADE OTHER ARRANGEMENTS FOR MY PAX AS A PRECAUTIONARY MEASURE AND DECIDED TO WAIT TILL ALL OF THE WORKERS HAD GONE HOME TO AVOID ANY CONFLICT. I RETURNED LATER AFTER EVERYONE HAD GONE HOME AND PACED OFF THE N END OF THE TXWY. THERE WAS MORE THAN ENOUGH FOR A SAFE TKOF (1200 FT PLUS OR MINUS). THERE WERE SOME POTHOLES THAT HAD BEEN CUT OUT FOR REPAIR E OF THE CTRLINE BUT THEY PRESENTED NO HAZARD. I DEPARTED WITHOUT INCIDENT. SUPPLEMENTAL INFORMATION FROM ACN 258299: THERE WERE NO CLOSED MARKINGS ON THE TXWY AND NO WORKERS S OF THE N PARKING AREA. I MADE THIS DECISION ON THE BASIS THAT EARLIER THIS YR WHEN WORK WAS BEING DONE ON THE BULLHEAD ARPT THAT WAS THE COMMON PRACTICE. IF I THOUGHT IT WOULD BE ANY KIND OF A HAZARD OR VIOLATION I CERTAINLY WOULD NOT HAVE LANDED THERE AND COULD HAVE PROCEEDED ELSEWHERE.
