Narrative
ON DEC/WED/93 AT APPROX XA30L; I WAS WORKING THE JUNCTION HIGH RADAR POS; THE AIRSPACE OF WHICH IS FL280 AND ABOVE. AN MLG X AT FL280 WAS EBOUND ON J138; DEST HOU AN LTT Y DEPARTED DRUDEN; TX; TO SAN ANTONIO; TX; REQUESTING FL410. LTT Y DEPARTED VFR AND REQUESTED IFR CLRNC FROM ZHU. BECAUSE OF THE ACT PROX TO LAUGHLIN AFB AIRSPACE; COORD WAS EFFECTED WITH LAUGHLIN AFB APCH CTL. LAUGHLIN AFB APCH CTL ELECTED TO WORK THE ACFT. LET ME NOW STATE THAT LAUGHLIN AFB (DLF) OWNS FL240 AND BELOW. LTT Y WAS VFR AT 17500 FT. OLF CLRED LTT Y TO SAN ANTONIO AS FILED; CLB AND MAINTAIN FL410. NO ALT ABOVE FL240 WAS COORDINATED WITH ZHU. DURING THE SUBSEQUENT RADAR HDOF; NO MENTION WAS MADE OF ANY ALT ABOVE FL240. LTT Y CLBED TO FL410. NO COMPUTER TRACK WAS ESTABLISHED ON LTT Y. LTT Y PASSED THROUGH FL280 7 MI LATERALLY FROM MLG X. AT THAT TIME NO COMS TRANSFER HAD BEEN ACCOMPLISHED. LTT Y PASSED MLG X UNOBSERVED. WHEN LTT Y ESTABLISHED RADIO CONTACT WITH THE ZHU; ROCK SPRINGS LOW ALT CTLR; HE WAS LEAVING FL330 CLBING TO FL410; APPROX 1 MI LATERALLY FROM MLG X. IT WAS AT THIS TIME THAT I WAS ADVISED OF LTT X IDENT AND ALT. LTT Y WAS GIVEN MY RADIO FREQ AND I DSNDED HIM TO FL240 (WITH PROPER COORD) AND CHANGED HIS FREQ TO THE APPROPRIATE LOW ALT SECTOR.
